This position is not eligible for permanent remote telework.

This is a Liaison Specialist position for the Program Coordination and Communication Section of the Veterans History Project (VHP). The congressionally mandated project collects, preserves, and make accessible first-hand accounts of US veterans who served from World War I through the recent conflicts in Iraq and Afghanistan

The specialist assists the Supervisory Liaison Specialist in publicizing, coordinating, implementing, and assessing the project. The incumbent works with a moderate level of autonomy to ensure a coherent planning, collection, archiving, and educational use of a vast number of narratives and histories documenting crucial first-hand experiences in the nation's history. Working with the Supervisory Liaison Specialist, the incumbent is responsible for the project's administrative and fiscal accountability by creating evaluation criteria for measuring success in the overall project and its components. The incumbent works with a wide range of individuals in Congress, other government agencies, and partner organizations with a range of approaches. Coordination with external professionals and when safely permitted travels outside the Library to meet professionals, and discuss the project's goals and to further establish and strengthen the Veteran History Project's professional relationships.

Performs straightforward and non-controversial tasks to assist in the development and maintenance of relationships between the Veterans History Project and various stakeholders in government, private industry, and/or academic institutions. Assists in developing and implementing plans for disseminating routine information about the Veterans History Project.

Coordinates assigned activities in support of the Veterans History Project. Makes initial determination for the handling and processing of information requests, and prepares written or verbal information based on the nature of the request and agency practices. Develops written materials to transmit information concerning the nature and purpose of the Veterans History Project. Participates in public meetings to provide program-related data and information. Identifies, considers and resolves issues or problems of a procedural or factual nature.

Very actively participates in meetings on a very regular basis. Leads individual and group discussions. Responds very easily to difficult questions about the Veterans History Project. Prepares and delivers very in-depth oral presentations on a wide variety of subjects.

Selects and applies accepted analytical and evaluative techniques to the identification and consideration of issues or problems of a procedural or factual nature.

Under the guidance of senior specialists, assists in conducting special studies or research projects related to specific Veterans History Project goals and issues, performing tasks such as literature searches, work measurements, task analyses, and productivity charting. Prepares information for measuring accomplishments, and assists in gathering metrics for reports and other evaluation products.

Plans and oversees the collection of information and preparation of reports required for reporting necessary statistics on veterans history and for budget allocation and monitoring. Prepares quarterly reports, and analyses or projections. Develops and prepares an implementation plan to ensure appropriate controls for monitoring materials leaving the Veterans History Project on a temporary basis. Prepares recommendations for acquisitions, configurations, and replacement of hardware and software. Prepares and revises short manuals on technical procedures. Writes memos to clarify or answer technical questions.

Researches and/or analyzes stable or simple administrative and/or program issues. Determines issues pertinent to veterans history and collects relevant information from a variety of sources. Reviews information and applies standard analytical techniques. Develops recommendations and proposals to improve collections building at the Veterans History Project.

Library employees must be fully vaccinated by Monday, January 3, 2022. New hires must be fully vaccinated by the date of their appointment.

Employees are considered fully vaccinated when it has been at least two weeks since they received the second dose of a two-dose COVID-19 vaccine (e.g., Pfizer/BioNTech or Moderna) or the single dose of a one-dose vaccine (e.g., Johnson & Johnson/Janssen). At this time, booster shots are not necessary to be considered fully vaccinated.

Upon request, employees must provide proof of vaccination to the Health Services Division.

Consistent with applicable law, the Library will consider individual exceptions to the vaccination requirement based on an employee’s medical condition or sincerely held religious belief. Employees with an approved exception will be subject to weekly testing and other COVID-19 safety protocols as directed, including, for example, wearing masks and social distancing.

Applicants must have had progressively responsible experience and training sufficient in scope and quality to furnish them with an acceptable level of the following knowledge, skills, and abilities to perform the duties of the position without more than normal supervision.

Additional information

Although it is the Library's policy to afford the maximum pay benefit to employees when setting rates of pay, a new appointee who has had no previous Federal service will generally be paid the minimum step of the grade.

Relocation expenses will not be authorized for the person(s) selected under this vacancy announcement.
