Duties

Help

You will serve as a Command and Control (C2) Project Lead for projects such as CG One View (CG1V), Team Awareness Kit (TAK), Enterprise Geographic Information System (EGIS), and Command & Control Services (C2S)/WatchKeeper (WK). This position includes supporting the hardware and software of all assigned systems within the Systems Engineering Life Cycle (SELC) processes and in all aspects associated with sustainment of these systems including but not limited to hardware and software configuration management, life cycle engineering, training systems and documentation, logistics, maintenance and supply support, information assurance, and other software maintenance activities. 

Being a CG civilian makes you a valuable member of the CG team.  Typical work assignments include:

  • Managing multiple large scale C2 System projects utilizing system engineering and development practices in accordance with the DHS SELC process.
  • Serving as a technical expert and project lead for C2 design, integration, and implementation of support infrastructure for assigned systems. Managing all aspects (i.e. cost, scope, schedule, and risk) and phases of C2 systems project lifecycle to execute projects and service development activities in accordance applicable guidance to deliver services based upon approved requirements.
  • Decomposing operational, functional and non-functional requirements into technical requirements and specifications, in accordance with established C5ISC standards and practices, for C2 systems services.
  • Serving as the technical lead to develop Statements of Work or Performance Work Statements, Market Research, Cost Estimates, Acquisition Planning, Performance Monitoring and control, and other technical processes and documentation required to establish, maintain, and close out contracts.
  • Performing feasibility studies to evaluate different vendors and their products. Prepares technical assessment reports, design documents, implementation plans, and test plans. Recommends acceptance or rejections to senior program management.
  • Scheduling and implementing Project Decision Events in coordination with the CG C5ISC Business Operations Division.
  • Drafting and releasing high level C2 system correspondence including fleet wide advisories, Engineering Change Requests, Information assurance (IA) guidance and Cybersecurity updates in accordance with current C5ISC and Product Line direction. Providing administrative and technical support for IA activities including preparing documentation for certification and accreditation packages.
  • Identifying, plannning and executing appropriate test, verification, validation, and certification activities to meet operational requirements, agreed-upon service targets, and reliability, affordability, continuity and security constraints for C2 systems products.
  • Serving as a member of a C2 system Command Cyber Readiness Inspection Team preparing/assisting in compliance of rigorous network inspections.
  • Establishing and maintaining configuration baselines for C2 systems products through rigorous adherence to C5ISC procedures and standards and record and manage configuration data and applicable technical information for Configuration Items in approved repositories.
  • Proposing and executing approved cybersecurity Plan of Action & Milestones mitigation activities for C2 systems.
  • Serving as the lead on the C2 systems Integrated Product Team responsible and accountable for overall program performance with a primary role of ensuring products are developed in a collaborative environment and delivered per contractual requirements and objectives.
  • Providing expert analysis and advice on complex program related IT issues or problems where new analytical techniques must be developed to identify and evaluate findings. Based on operations and changing program requirements, identifies relevant issues. Collect relevant information from many varied sources some of which are difficult to access.
  • Providing oral and written reports detailing progress and status of projects;  developing and preparing presentations of significant program aspects for leaders’ review and approval.
  • Serving as Service Manager to provide service development, delivery, support and technical expertise for C2 services; if service levels cannot be met, work with the C2PL Manager to determine the cause(s) and propose solutions. 
  • Ensuring development of maintenance requirements for C2 systems in accordance with established C5ISC Reliability Centered Maintenance  analysis and Maintenance Procedure Card development processes and standards.
  • Overseeing the management of all Operating Material & Supply required to support C2 systems products.
  • Ensuring demand for C2 systems services is monitored, analyzed, and understood and plans are developed to meet needs and address gaps.

Qualifications

To qualify at the GS-12 grade level, applicants must have at least one (1) full year of specialized experience equivalent to at least the GS-11 grade level in the federal sector. Specialized experience may include the following: utilizing problem solving skills by recognizing and communicating barriers to performance; participating in developing teams through five stages of team development; utilizing knowledge of the phases of the System Engineering/Development Lifecycle; participating within technical environments focused on Cybersecurity, Network Infrastructure/Architecture, Cloud Computing, and System Integration Practices; experience using AGILE practices; handling all phases of project management (Initiating, Planning, Executing, Monitoring, and Closing); developing project management process artifacts (i.e. charters, management plans, requirements documents, risk management tools, etc.); working within and leading technically diverse teams to achieve organizational outcomes; researching and utilizing knowledge of contract terminology (i.e. Statement of Work, Performance Work Statement, Firm Fixed Price, Time and Materials, Scope, etc.); and participating or conducting contract technical reviews.

Selectee(s) for this position who are newly appointed to a permanent position prior to September 30, 2022 are authorized to receive a one-time recruitment incentive of 10% of the salary, including locality for this position. Receipt of the bonus will require a 12 month service agreement.

Selectee(s) for this position who are current federal employees on permanent appointments who are appointed prior to September 30, 2022 and will be moving outside of the current commuting area of their current position to accept this position are authorized to receive a one-time relocation bonus of 10% of the salary including locality for this position. Receipt of the bonus will require a 12 month service agreement. The employee must establish a residence in the new geographic area prior to payment.

Selectee(s) for this position who are newly appointed to a permanent or term position prior to September 30, 2022 may be eligible for student loan repayment up to $10,000 (pre-tax) for one calendar year. More than one loan may be repaid if the combined repayments do not exceed $10,000. Receipt of this incentive will require a three year service agreement.
