About the Position: THIS IS A DIRECT HIRE SOLICITATION - These positions are being advertised through the Direct Hire Authority (DHA) for Domestic Defense Industrial Base (DIB) Facilities in the Department of Defense. Under this authority, competitive rating/ranking and veteran's preference procedures do not apply.

This is an open continuous announcement. The first cutoff will be December 8, 2021. Additional cutoffs will be done every 4 weeks.

Duties

Help
  • Move material and components from railcars and trucks to production areas.
  • Perform repetitive and manual tasks involving the manufacture, loading, assembly, rework, modification and repair of all types of ammunition and pyrotechnic items.
  • Operate material handling equipment in loading and unloading railcars and trucks, stowing and re-stowing material in warehouses and magazines.
  • Dispose of bulk explosives, scrap powders, propellants or other explosives material through a burn or demolition operation
  • Compare receipt/issue documents to items shipped or stored to assure that correct items are moved, received or issued.

  • This position requires you to be able to obtain and maintain Explosives Certification.
  • This position requires you to be able to obtain and maintain a secret security clearance.
  • This position requires you to be respirator certified without restrictions.
  • This position requires you to be able to obtain and maintain a Forklift License.
  • This position requires you to possess and maintain a valid Driver's License.
  • This position requires a pre-employment physical and subsequent annual physicals are required.
  • Position requires the ability to drive on the installation. Installation driving privileges are automatically granted unless suspended or revoked.
  • Position is covered by the Alcohol and Drug Abuse Prevention and Control Program. A DA Form 5019 must be signed and you must pass urinalysis testing, as required prior to appointment and periodically thereafter.
  • This position is subject to the Lautenberg amendment to the gun control act of 1968 which makes it a felony for anyone who has been convicted of a misdemeanor crime of domestic violence to ship, transport, possess, or receive firearms or ammunition.
  • Civilian personnel of the Dept. of Defense are not exempt from this provision. Therefore, as a condition of employment, selectee will be required to sign a form acknowledging understanding of this provision.
  • This position requires heavy lifting of 40lbs.

Qualifications

Experience refers to paid and unpaid experience, including volunteer work done through National Service programs (e.g., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religious; spiritual; community; student; social). You will receive credit for all qualifying experience, including volunteer experience.

There is no specific length of training or experience required. However, you must be able to demonstrate, through experience shown in your written application materials that you possess the sufficient knowledge, skills, and abilities to successfully perform the work of this position without more than normal supervision.

Minimum Qualifications (Screen Out Element): Ability to do the work of a(n) Explosives Handler~ without more than normal supervision. Applicants must meet the screen out element to be considered further. The work of the position includes: performing manual tasks in assembling or producing an item in a manufacturing or production environment; operating material handling equipment to transport material to/from warehouse to the production area; perform visual inspection of items to detect damage; using common hand tools to open containers in preparation for disposal with in regulation standard. - Failure to meet this Screen out Element will result in an ineligible rating.

Physical Effort: Physical demands are arduous. At times it is necessary to lift heavy items (i.e., in excess of 40 pounds) for long periods of time at production rates. Kneeling, standing, bending, and other awkward positions are necessary at times, as well as pushing or pulling of heavily loaded carts and/or hand trucks.

Working Conditions: Working conditions vary with type of assignment and range from those in well-lighted, well-ventilated areas, to noisy, steam-heated areas with excess moisture/heat; and unheated and poorly illuminated magazines and warehouses. Work may be performed outdoors in various weather conditions in hazardous waste areas governed by Environmental Protection Agency (EPA) requirements being exposed to dirt, noise, dust, fumes, extensive standing, walking, heavy lifting and repetitive body movements. Subject to danger from slipping and falling objects. Worker may be exposed to danger of explosion and fire while working with explosives, chemicals, and loaded ammunition; also exposed to cuts and bruises, skin irritations and rashes, burns, nausea, fractures of hand and feet, and loss of limbs to fatalities. Some areas will require the use of respirators.

  • This position is a TERM Not To Exceed 4 years, and may be extended up to a maximum of 8 years.
