This position is located in the Office of Inspector General, Principal Assistant Inspector General for Auditing and Evaluation, Assistant Inspector General for Financial Audits. The Office of Financial Audits is responsible for overseeing Single Audits performed on all DOT grants.

As a Supervisory Auditor you will assume the role of a Program Manager. As such, you will:

  • Serve as the DOT National Single Audit Coordinator (NSAC), which is responsible for managing and administering the DOT Single Audit Program and related functions on a national basis including the U.S. Virgin Islands, Guam, Northern Mariana Islands, and Puerto Rico.
  • Direct and guide the Single Audit Program in order to achieve maximum benefit for DOT.
  • Oversee all aspects of the Single Audit Program and lead audit teams in the timely performance of Single Audit Program functions.
  • Provide technical assistance to non-federal auditors and others individuals.
  • Meet and communicate with numerous audit partners from CPA firms nationwide, professional organizations (such as the American Institute of Certified Public Accountants (AICPA) and State Boards of Accountancy), Office of Management and Budget (OMB), Government Accountability Office (GAO), the Federal Audit Clearinghouse and single audit coordinators from all other Federal agencies.
  • Complete quality control reviews, through site visits, to make sure that CPA firms are performing and supervising single audits in an effective and timely manner.
  • Lead the exit conference with CPA firms and other officials of the activity under review to present findings and recommendations as appropriate.
  • Ensure that all steps of the single audit projects, including quality control reviews, are appropriately documented in automated work papers and ensure that all assigned work has been posted and updated by team members within assigned milestones.
  • Prepare periodic progress reports for OIG senior management and keep management informed of all issues related to assigned projects or areas of expertise in a timely manner.
  • Work with DOT audit liaisons to achieve resolution of DOT single audit findings.
  • Independently plan, develop and complete the annual Single Audit Quality Control Review Plan.
  • Direct the teams in developing annual and long-range audit plans, provides technical advice and guidance to subordinate staff for audit activities and coordination functions, and maintain close liaisons with Department program and management officials in the areas of assigned responsibility.
  • Emphasize the value of EEO and diversity efforts through effective leadership.

Qualifications

To meet the minimum qualifications for this position, you must meet the BASIC REQUIREMENTS &  SPECIALIZED EXPERIENCE qualifications for the grade at which you are requesting consideration.

BASIC REQUIREMENTS FOR FINANCIAL AUDITORS AND ATTESTATION AUDITORS

  1. Degree: accounting, auditing; or a degree including auditing courses in a related field such as business administration, finance, or public administration that included or was supplemented by 24 semester hours in accounting. The 24 hours may include up to 6 hours of credit in business law.

    or

  2. Combination of education and experience: at least 4 years of experience in accounting, or an equivalent combination of accounting experience, college-level education, and training that provided professional accounting knowledge. The applicant's background must also include one of the following:

    1. Twenty-four semester hours in accounting or auditing courses of appropriate type and quality. This can include up to 6 hours of business law;
    2. A certificate as Certified Public Accountant or a Certified Internal Auditor, obtained through written examination; or
    3. Completion of the requirements for a degree that included substantial course work in accounting or auditing, e.g., 15 semester hours, but that does not fully satisfy the 24-semester-hour requirement of paragraph A, provided that (a) the applicant has successfully worked at the full-performance level in accounting, auditing, or a related field, e.g., valuation engineering or financial institution examining; (b) a panel of at least two higher level professional accountants or auditors has determined that the applicant has demonstrated a good knowledge of accounting and of related and underlying fields that equals in breadth, depth, currency, and level of advancement that which is normally associated with successful completion of the 4-year course of study described in paragraph A; and (c) except for literal nonconformance to the requirement of 24 semester hours in accounting, the applicant's education, training, and experience fully meet the specified requirements.

SPECIALIZED EXPERIENCE

GS-14: To qualify, you must have at least one year of specialized experience equal or equivalent to the GS-13 grade level in the federal service. Specialized experience is defined as:

My specialized experience includes: Managing or conducting financial-related or financial statement audits in accordance with Generally Accepted Government Auditing Standards/other applicable standards; modifying objectives, work plans, guidelines & time schedules to meet project needs; developing short-range and long-range planning guidance; leading all phases of audit work; conducting briefings, entrance/exit conferences to acquire/exchange information needed to complete audit assignments/influence acceptance of audit findings & to present findings/recommendations to management officials; maintaining relationships with program/management officials representing auditees throughout the audit process and interfacing effectively with agency officials; and preparing and/or reviewing written reports, work papers and other documents in order to appropriately document audit findings and results.
