Summary

This position is located in the Office of Information and Resource Management (OIRM), Division of Human Resource Management (HRM) at the National Science Foundation (NSF). The incumbent will serve as a Communications Specialist for the Front Office of HRM.  HRM’s functions require a high volume and frequency of internal communications to staff to ensure proper awareness of HRM activities and to promote a transparent workplace with engaged employees.

Duties

Help

The Communications Specialist will be primarily responsible for designing and coordinating HRM’s customer experience including online self-service; developing tools and aids customers will use when engaging in HRM processes; creating, editing, facilitating, and managing communications for NSF’s internal and external audiences. Duties include:

  • Develops and executes a division-level strategic communications and marketing plans addressing communications to both internal and external HRM audiences.
  • Regularly assesses customer satisfaction and identifies opportunities to improve the customer experience for HRM services.
  • Collaborates with HRM subject matter experts and key HRM stakeholders to design and implement the HRM customer service delivery model including self-service solutions, knowledge management resources, process support tools and templates, and other means to support staff and managers as they engage in HRM processes.
  • Provides strategic guidance and support for internal and external outreach efforts and initiatives (e.g., recruiting, employee engagement, performance management/optimization, employee training/development, etc.).
  • Increases HRM from program-based communications to more integrated and consistent messaging (e.g., employee experience).
  • Develops communications tools (e.g., style guide, templates, manuals, routing slips, SOPs, tip sheets) to help enable standard, expected communications in a timely, consistent manner; reduce rework; expedite communications delivery.
  • Develops original content and provide editorial support (technical writer) for Branch and Divisional communications. Establish version control and standard filing conventions.
  • Evaluates effectiveness of strategic approach, processes, channels, and products, and iteratively improve through qualitative and quantitative assessment.
  • Conducts stakeholder analysis (stakeholder expectations, needs, existing barriers, and enablers for communications) and present findings.

You must meet eligibility and qualification requirements within 30 days of the closing date.

Time in Grade Requirement: Applicants who have held a General Schedule (GS) position within the last 52 weeks must have 52 weeks of Federal service at the next lower grade or equivalent.

Qualifications

To qualify at the GS-13 level, you must have at least one year of specialized experience equivalent to the GS-12 level in the Federal Service. Examples of specialized experience include: developing and implementing communication strategies for an organization; writing and editing press releases, articles and other written communication materials; writing talking points for public events; providing authoritative advice to senior management for improving the delivery of program information to the public; and experience using the Internet, social media, and web pages to communicate information to the public and media.  

Education

Education may enhance skills required for this position; however, no substitution of education for specialized experience may be made at this level.
