Duties

Help
  • Assists in developing drafts of program policy for the needs and preferences of HHS health and human services programs.
  • Analyzes operational policy and program operations to inform resource requirements.
  • Assists with reviewing and/or analyzing legislation, appropriation language, and Treasury and Congressional guidelines to prepare and execute Federal budgets.
  • Assists with interpreting data tabulations and graphs.
  • Assists with identifying critical factors such as data limitations, biases, sampling errors, and inconsistencies.
  • Assists with developing clearly written and concise issue papers and talking points for senior analysts when needed, including recommendations on legislative, regulatory, programmatic and budget proposals.
  • Provides support and assistance to assigned HHS, and non-HHS components.
  • Serves as liaison to obtain expert input, and promote understanding of HHS program issues.

Qualifications

Applicants must demonstrate that they meet the Minimum Qualification requirements as noted below.

Minimum Qualifications:
GS-05: You must possess at least one year of specialized experience equivalent in difficulty and responsibility to the GS-4 level in the Federal service performing 2 of the 3 duties listed below:

  1. Assisting with research;
  2. Assisting with policy interpretation;
  3. Assisting with program analysis.
OR have completed four (4) academic years of post-high school study leading to a bachelor's degree or equivalent degree in behavioral or social science; or related disciplines appropriate to the position OR possess a combination of education and experience as described above.

GS-07: You must possess at least one year of specialized experience equivalent in difficulty and responsibility to the GS-5 level in the Federal service performing 2 of the 3 duties listed below:
  1. Assisting with compiling research materials;
  2. Assisting with providing recommendations to improve operations;
  3. Assisting with program/policy analysis.
OR havecompleted one (1) full academic year of graduate level education in behavioral or social science; or related disciplines appropriate to the position OR meet Eligibility under the Superior Academic Achievement (SAA) Provision as listed below and completion of a bachelor's degree in behavioral or social science; or related disciplines appropriate to the position; OR possess a combination of education and experience as described above.

*SUPERIOR ACADEMIC ACHIEVEMENT (SAA): Must have been gained in a curriculum that is qualifying for the position to be filled. S.A.A. is based on (1) Class standing-applicants must be in the upper third of the graduating class, based on completed courses; or (2) Grade-Point Average-applicants must have a grade-point average of 3.0 or higher out of a possible 4.0 based on 4 years of education, or as computed based on courses completed during the final 2 years of the curriculum; or 3.5 or higher out of a possible 4.0 based on the average of the required courses completed in the major field completed during the final 2 years of the curriculum; or (3) Election to membership in a National Scholastic Honor Society - membership in a freshman honor society cannot be used to meet the requirements of this provision.

Note: Grade-point averages are to be rounded to one decimal place. For example, 2.95 will round to 3.0 and 2.94 will round to 2.9.

Education

Pathways Internship Eligibility: Be currently enrolled or accepted for enrollment and seeking a degree (diploma, certificate, etc.) in an accredited college (including 4-year colleges/universities, community colleges, and junior colleges); professional, technical, vocational, and trade school; advanced degree programs; or other qualifying educational institution pursuing a qualifying degree or certificate on a full or half-time basis.

You MUST provide proof that you are currently enrolled or have been accepted for enrollment in the next academic term on a full-time or part-time basis.

This position requires specific coursework and/or a degree to meet the basic education requirement. CONVERSION REQUIREMENTS
Interns can be non-competitively converted to a permanent or term position within HHS upon successful completion of Pathways Program requirements. However, non-competitive conversion or placement in not guaranteed, which is based on various factors such as budget, organizational needs, student performance, education, etc.

Eligibility for conversion to competitive service:

  • Complete at least 640 hours of work experience acquired through the Internship Program;
  • Complete the degree in an accredited college or university;
  • Meet OPM's qualification standards for the position to which the Intern will be converted;
  • Meet agency-specific requirements as specified in the Participant's Agreement, and;
  • Perform the job successfully as documented through performance evaluations, an/or completion of an Individual Development Plan (IDP).
All academic degrees or course work must be completed in an educational institution that has obtained accreditation from an accrediting body recognized by the U.S. Department of Education. For a list of schools that meet this criteria, see www.ed.gov/.
