Duties

Help

If selected for this position, you will join a well-respected team in the United States Attorney's Office for the Southern District of West Virginia that is responsible for administering a public affairs program to inform and educate a state-wide or region-wide audience consisting of various racial, ethnic, economic and social groups, bar associations, community organizations, and law enforcement organizations and agencies. Typical work assignments will include:

  • Serving as the press coordinator for the United States Attorney's Office and the Southern District of Virginia;
  • Speaking for the United States Attorneys and the Southern District of West Virginia;
  • Representing the United States Attorney on selected issues when addressing leading figures within the government, business, the law enforcement community and members of the media;
  • Responsible for formulating, directing and executing a comprehensive communications plan;
  • Maintaining professional contacts with representatives of local and national media;
  • Arranging and participating in community outreach events and meetings involving the United States Attorney and key staff.
  • Assisting with enhancing the office's coordination and cooperation among various federal, state and local law enforcement organizations;
  • Responding to inquiries from reporters and media representatives; and
  • Participating in developing news releases, brief news media and preparing written material for dissemination and publication, including social media content, public service announcements, website content, annual reports, speeches, editorials and other related public information.
Responsibilities will increase and assignments will become more complex as your training and experience progress.

Qualifications

GS-9: To be qualified at the GS 9 level, you must meet at least ONE of the following: Specialized Experience, Education, OR a combination of Education and Experience.

Specialized experience: At least ONE full year of specialized experience equivalent to the GS-7 level in Federal service. Specialized experience is defined as having direct experience in media relations or news reporting; gathering facts and drafting press releases or news stories for publication; editing written press releases, news stories or reports; assisting in statewide or regional efforts to convey complex information concerning an organization's initiatives, programs, and operations.
OR

Education: One of the following types of education in a closely related field (e.g., Communications, Public Affairs): a Master's or equivalent graduate degree (such as an LL.B. or J.D.); OR 2 full years of progressively higher level graduate education leading to such a degree. Education at the graduate level must be in an accredited college or university and must demonstrate the knowledge, skills, and abilities necessary to perform the duties of the position.
OR

Combination of Education and Experience: Combinations of successfully completed graduate education and specialized experience may be used to meet total qualification requirements. In order to qualify based on a combination, graduate education must be in excess of one (1) full year.

GS-11: To be qualified at the GS 11 level, you must meet at least ONE of the following: Specialized Experience, Education, OR a combination of Education and Experience.

Specialized experience: At least ONE full year of specialized experience equivalent to the GS-09 level in Federal Service. Specialized experience is defined ascoordinating and personally participating in media events; establishing and maintaining media relationships; arranging for press conferences by contacting appropriate representatives of local or national media; planning, writing, and editing news releases; briefing news media representatives; preparing written material for dissemination and publication; coordinating and supporting social media operations and applications; evaluating overall effectiveness of media programs and developing ways to enhance the mission and programs of an organization.
OR

Education: One of the following types of education in a closely related field (e.g., Communications, Public Speaking, Media): a Ph.D. or equivalent doctoral degree; OR 3 full years of progressively higher level graduate education leading to such a degree. Education at the graduate level must be in an accredited college or university and must demonstrate the knowledge, skills, and abilities necessary to perform the duties of the position.
OR

Combination of Education and Experience: You must have a combination of successfully completed graduate education and experience may be used to meet total qualification requirements. In order to qualify based on a combination, graduate education must be in excess of 2 full years.

Interagency Career Transition Assistance Plan (ICTAP)- The ICTAP provides eligible displaced Federal competitive service employees with selection priority over other candidates for competitive service vacancies. If your agency has notified you in writing that you are a displaced employee eligible for ICTAP consideration, you may receive selection priority if: 1) this vacancy is within your ICTAP eligibility; 2) you apply under the instructions in the announcement; and 3) you are found well-qualified for this vacancy. You will be evaluated for this job based on how well you meet the qualifications above.

Your resume and supporting documentation will be used to determine whether you meet the job qualifications listed on this announcement. If you are basically qualified for this job, your resume and supporting documentation will be compared to your responses on the Occupational Questionnaire. If you rate yourself higher than is supported by your application materials, your responses may be adjusted and/or you may be excluded from consideration for this job. If it is determined you meet minimum qualification requirements, your application will then be placed in one of three categories: Best Qualified, Highly Qualified, or Qualified.
