Duties

Help
  • Develop and implement facility policies and procedures in accordance with VA and VBA policy, National Archives and Records Administration (NARA), and other applicable Federal laws and regulations.
  • Coordinate records management functions with Records Management Technicians, business lines, and management.
  • Conduct focused monitoring and auditing of records created and maintained by business lines.
  • Facilitate regular interdisciplinary records management committee meetings and participate in other facility committees pertaining to the information life cycle.
  • Identify and report for corrective action problems or deficiencies in the Records and Information Management Program.
  • Utilize project management knowledge and skills to assist business lines in completion of records retirement and records retrieval projects.
  • Serve as the facility point of contact and advisor for maintenance and disposition of records, to include shredding of documents, when the record is not required to be retained or if the designated life cycle of the document has expired.

Minimum Qualifications:

To qualify at the GS-11 grade level, applicants must have one year of specialized experience equivalent to at least the next lower grade (GS-09) in the normal line of progression for the occupation in the organization. Specialized experience is defined as work that involves (1) presenting information at briefings and meetings; (2) liaising with other agencies or organizations to coordinate data collection, presented a proposal to supervisors; and (3) applying fact-finding investigative techniques to gather clear-cut evidence for processing claims or making decisions.

OR

Applicants may substitute education for the experience required to qualify at the GS-11 grade level: Three (3) full years of progressively higher level graduate education leading to a Ph.D. or equivalent doctoral degree is qualifying for grade GS-11. Typically, 54 semester hours or the equivalent represents three full years of higher level education leading to such a degree (18 semester hours or the equivalent equals one year of such study). Coursework in a master's level program beyond two years of study is not qualifying. Education must be directly related to the position being filled.

OR

Applicants can combine education and experience to qualify at the GS-11 grade level: Only education completed beyond the first two years of such study can be combined with experience in order to meet total qualifications for grade GS-11. To calculate, first identify the percentage of required education you have earned. Then identify the percentage of required experience you possess. Add the two percentages. The total percentage must equal at least 100 percent to qualify. For example, an applicant has 6 months of specialized experience equivalent to GS-9 and 2 1/2 years of creditable graduate level education in music. The applicant meets 50 percent of the required experience and 50 percent of the required education, i.e., the applicant has 1/2 year of graduate study beyond that required for GS-9. Therefore, the applicant meets the total requirement and is qualified for the position.

Note: Experience refers to paid and unpaid experience, including volunteer work done through National Service programs (e.g., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religions; spiritual; community; student; social). Volunteer work helps build critical competencies, knowledge and skills, and can provide valuable training and experience that translates directly to paid employment. You will receive credit for all qualifying experience you document, to include volunteer experience.

Promotion Potential: The selectee may be promoted to the full performance level without further competition when all regulatory, qualification, and performance requirements are met. Selection at a lower grade level does not guarantee promotion to the full performance level. The full performance level of this position is grade GS-11.

Physical Requirements: The work is sedentary. Typically the employee may sit comfortably to do the work. However, there may be some walking, standing, bending or carrying of light items such as papers and books. No special physical demands are required to perform the work. Receiving Service Credit for Earning Annual (Vacation) Leave: Federal employees earn annual leave at a rate (4, 6 or 8 hours per pay period) which is based on the number of years they have served as a Federal employee.
