Duties

Help

  • Supports the Division and OEA in the acquisition, specification-creation and analysis of geospatial data, data visualization and presentation of telecommunications-industry geospatial data, and OEA's continued data collection and mapping responsibilities for the Commission.
  • Develops production flow, data acquisition, data-format standards and procedures for converting spatial and tabular information in order to generate the required formats and derived products such as maps, reports and GIS applications.
  • Provides technical expertise to programs that will rely on the availability and usability of geospatial information to inform and support policy development and enforcement.
  • Leads and provides technical expertise to programs that will rely on the availability and usability of geospatial information to inform and support policy development and enforcement. Most of this information will be presented and managed on the Internet.
  • Serves as a subject matter expert and technical program manager, uses knowledge of Geographic Information Systems, Global Positioning Systems, Broadband Data Collection (BDC) systems; Remote Sensing, cartography, information systems and management in managing and directing day-to-day functional responsibilities related to Geospatial Engineering, Geospatial Intelligence, hydrology, space.
  • Formulates GIS guidance to shape OEA/FCC senior leader decisions to satisfy OEA/FCC requirements.
  • Directs strategic and highly visible efforts supporting the development and coordination of geospatial interoperability programs, strategies, and initiatives for geospatial architectures, standards, data models, modeling and simulation and certification initiatives on behalf of the Department of the FCC.
  • Provides guidance to FCC Bureau and Office personnel on geospatial standards, architectures, data models, modeling and simulation, and certification related matters.

Qualifications

Applicants must meet eligibility and qualification requirements by the closing date of this announcement.  Current Federal employees must meet time-in-grade requirements by the closing date of this announcement and must submit an SF-50 to verify time in grade.

In order to be deemed as qualified, candidates must meet the required specialized experience as outlined below.

Specialized Experience

GS-12

Specialized Experience:  Applicants must have a minimum of one year of specialized experience equivalent to at least the GS-11 in the Federal service.  For this position, specialized experience includes the following:

  • Experience prototyping, developing, publishing and disseminating maps and geospatial / temporospatial data using a variety of on-line mapping platforms (such as ArcGIS Online, Mapbox, or Carto) and experience using javascript, html or other similar scripting languages to create user controls for such maps;
  • Experience using tools such as PostGIS SQL, ArcPy / Python to analyze and manipulate geospatial data;
  • Experience working with geospatial data in a variety of file formats, including both proprietary and open-source, and with data on a variety of platforms such as RDBMS and / or AWS RDS;
  • Experience creating and presenting summaries and analyses of complex data and geospatial data in concise, effective internal memos and/or research papers; and
  • Experience contributing to research studies by evaluating and analyzing data and geospatial data using appropriate quantitative and qualitative approaches

GS-13

Specialized Experience:  Applicants must have a minimum of one year of specialized experience equivalent to at least the GS-12 in the Federal service.  For this position, specialized experience includes the following:

  • Experience initiating and leading the prototyping, developing, publishing and dissemination of interactive maps and complex geospatial / temporospatial data using a variety of on-line mapping (such as ArcGIS Online, Mapbox, or Carto) and experience using javascript, html or other similar scripting languages to create user controls for such maps;
  • Experience using PostGIS SQL, ArcPy / Python and similar tools to analyze and manipulate large, complex geospatial / temporospatial datasets;
  • Experience working with large, complex geospatial / temporospatial datasets in a variety of file formats, including both proprietary and open-source, and with data on a variety of platforms including RDBMS or AWS RDS;
  • Experience initiating and managing the creation and presentation of summaries and analyses of complex findings in concise, effective internal memos and research papers, as well as published reports; and
  • Experience leading research studies that rely on evaluating and analyzing data and geospatial data using appropriate quantitative and qualitative approaches

GS-14

  • Experience providing expertise and guidance on how to use PostGIS SQL, ArcPy / Python and similar tools to analyze and manipulate large, complex geospatial / temporospatial datasets;
  • Experience managing large, complex geospatial / temporospatial datasets in a variety of file formats, including both proprietary and open-source, and with data on a variety of platforms including RDBMS or AWS RDS;
  • Experience directing and overseeing the creation and presentation of summaries and analyses of complex findings in concise, effective internal memos and research papers, as well as published reports; and

Volunteer work helps build critical competencies, knowledge, and skills and can provide valuable training and experience that translates directly to paid employment. You will be evaluated for this job based on how well you meet the qualifications above.

All applicants will be rated on the extent and quality of experience and education relevant to the duties of the position.  The FCC determines the BEST QUALIFIED CANDIDATES based on the major job related competencies and evaluation of your knowledge, skills, and abilities reflected in your application and supporting documents using the CATEGORY RATING PROCESS. All eligible applicants under Delegated Examining (DEU) will be placed in one of the following three categories:

1.  Highly Qualified (Score 90-100) - the applicants possessing a background that demonstrates a superior level of major job related competencies and possession of all evaluation criteria;
2.  Fully Qualified (Score 80-89) - the applicants possessing a background that demonstrates a satisfactory level of major job related competencies and possession of the evaluation criteria; and
3.  Minimally Qualified (Score of 70-79)- the applicants possessing only the specialized experience described in the vacancy announcement.

An automated score is administered based on the on-line application process used.  Eligible applicants will receive a numerical rating based on their responses to the job specific questions for this position.  

Application of Veterans Preference:  The category rating process does not add veterans' preference points or apply the "rule of three" but protects the rights of veterans by placing them ahead of non-preference eligibles within each category.  Preference eligibles who meet the minimum qualification requirements and who have compensable service-connected disability at least 10 percent MUST be listed in the highest quality category, except when the position being filled is scientific or professional at the GS-9 grade level or higher.

A selecting official may make selection from the highest quality category ("HIGHLY QUALIFIED") provided no preference eligible in that category is passed over to select a non-preference eligible in the same category.
