Duties

Help

The selectee will serve as Law Enforcement Specialist (Control Tactics) in the Office of Training, James J. Rowley Training Center. Typical work assignments include:

  • Independently design, develop, and execute planning decision making processes for course materials for instructions and practical application: lesson plans, support materials, practical exercises development, and use of training areas; and manages, coordinates, and instructs the curricula to provide basic (entry level) to advanced training techniques.
  • Utilizing a variety of advanced instructional methods (e.g. seminars, multi-media instructions, and demonstration) to train students in basic to advance techniques in control tactics.
  • Establishing, and maintaining liaison contact with industry, educational, and professional experts in the control and defensive tactics to assess and evaluate training methodology; and participating in ad hoc committees concerned with training policies and academic processes.

Due to COVID-19, U.S. Secret Service is currently in an expanded telework posture. If selected, you may be expected to temporarily telework, even if your home is located outside the local commuting area. Once employees are permitted to return to the office, you will be expected to report to the duty station listed on this announcement within 30 days.  At that time, you may be eligible to request to continue to telework one or more days a pay period depending upon the terms of the agency's telework policy.

  • Submit to a drug test prior to your appointment and random drug testing while you occupy the position.
  • Males born prior to December 31, 1959 must certify that you have registered with the Selective Service System or are exempt from having to do so
  • Lift, kneel, crouch, and carry medium size packages or containers.
  • Perform work that involves physical exertion within a training environment, as well as operating in various weather conditions.
  • Work in a classroom or office, and inside/outside training facilities.
  • Be exposed to varying climate and environment conditions, both cold and warm weather conditions and/or exposure to high levels of noise and dangerous substances.
  • Certificate in Instructor experience in Defensive Measures/Control Tactics at an accredited law enforcement agency, law enforcement academy, or equivalent military facility.
  • Certificates must be current and must be submitted with the application.
  • May be subject to a one-year probationary period.

Qualifications

GS-11: You qualify for the GS-11 level if you possess one year of specialized experience equivalent to the GS-9 level performing duties such as: providing training to criminal investigators and law enforcement officers; assisting with the designing and developing of course materials for instructions and practical application; assisting with the coordinating and instructing the curricula to provide basic (entry level) to advanced training techniques in control and defensive tactics.

OR

Ph.D. or equivalent doctoral degree or 3 full years of progressively higher-level graduate education leading to such a degree or LL.M., if related.

OR

A combination of graduate level education and experience. This will be calculated using your résumé and unofficial transcripts or a list of courses/course hours submitted with your application.

GS-12: You qualify for the GS-12 level if you possess one year of specialized experience equivalent to the GS-11 level performing duties such as: providing training to criminal investigators and law enforcement officers to instill the technical and analytical knowledge, skills and aptitude needed for proficiency in the field of law enforcement; designing, developing, and executing planning decision making processes for course materials for instructions and practical application; managing, coordinating and instructing the curricula to provide basic (entry level) to advanced training techniques in control and defensive tactics.

AND

Selective Placement Factor: In addition to the minimum qualifications described above, you must meet the following requirement(s) to be considered qualified for the position. Certificate in Instructor experience in Defensive Measures/Control Tactics at an accredited law enforcement agency, academy, or equivalent military facility. Certificates must be current and must be submitted with the application.

National Service Experience (i.e., volunteer experience) Experience refers to paid and unpaid experience, including volunteer work done through National Service programs (e.g., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religious; spiritual; community; student, social). Volunteer work helps build critical competencies, knowledge, and skills and can provide valuable training and experience that translates directly to paid employment. You will receive credit for all qualifying experience, including volunteer experience.

Qualifications Must Be Met: The qualification requirements listed above must be met by the closing date of this announcement.

If you meet the minimum qualifications, you will be placed in one of the following categories: 

1. Best-Qualified: Applicants possessing experience that substantially exceeds the minimum qualifications of the position and demonstrate high proficiency in all the critical competencies, including all Selective Placement Factors (SPF), and appropriate Quality Ranking Factors (QRF) as determined by the job analysis. 

2. Well-Qualified: Applicants possessing experience that exceeds the minimum qualifications of the position and demonstrates acceptable proficiency in all the critical competencies, including all SPF’s and appropriate QRFs as determined by the job analysis. 

3. Qualified: Applicants possessing experience that meets the minimum qualifications of the position and demonstrate basic proficiency in most of the critical competencies, including all SPFs and appropriate QRFs as determined by the job analysis.
