Duties and responsibilities of the employee encompass the full spectrum of the agency's program analysis and budgetary process, particularly data analysis from various NSF systems. Incumbent Assists with planning and conducting analyses of NSF operations and enterprise information needs. Advises senior analysts regarding the proposed development and enhancement of budget systems and related data products by working with contractors, IT Specialists, and other subject matter experts. Analyzes and evaluates potential solutions in terms of cost, features, flexibility, interoperability, maintainability, and prepares recommendations for approaches, methods, and solutions to address information and system requirements. Assists with design and testing and performs data-gathering efforts, comprehensive data studies, and initiatives to implement information solutions. Identifies and remediates inefficiencies, quality issues, or other limitations or risks in potential data sources.
Uses analyses to assist in the development and enhancement of agency information solutions. As an integral part of the BOSB Systems Team, advises agency management on developments in technology related to data analysis and reporting. This requires assisting with planning, designing, and directing studies to develop recommendations for the future direction of Budget Division as well as agency-wide data capabilities. Maintains a working knowledge of budget and other NSF systems. Applies that knowledge along with experience in retrieving data from the systems to make recommendations regarding budget systems and information solutions.
Incumbent works with and advises senior analysts on formulation, coordination, and execution activities involved in building and maintaining database applications and related data analyses that provide timely, accurate, and useful information to the BOSB Systems Team, BD senior management, and staff of NSF.

To qualify at GS-09, you must have one year of specialized experience equivalent to the GS-07 level in Federal service. Examples of specialized experience include: responsibility for analyzing and evaluating data; functioning as a member of one or more teams to work on special projects; using qualitative or quantitative analytical techniques; and preparing recommendations.
You will also qualify for GS-9 with master's or equivalent graduate degree or 2 full years of progressively higher level graduate education leading to such a degree or LL.B. or J.D., if related; or a combination of progressively higher-level graduate education beyond the first year and appropriate experience that together meet the qualification requirements of this position.
To qualify at GS-11, you must have one year of specialized experience equivalent to the GS-09 level in Federal service. Examples may include: working with other analysts in the development of program plans for budget submissions; designing and preparing illustrative charts, graphs, and other visual displays of quantitative data; using various systems to monitor and analyze rates of expenditures of program funds.
You will also qualify at GS-11 with Ph.D. or equivalent doctoral degree or 3 full years of progressively higher level graduate education leading to such a degree or LL.M., if related; or possess a combination of progressively higher-level graduate education beyond the second year and appropriate experience that together meet the qualification requirements for this position.
To qualify at GS-12, you must have one year of specialized experience equivalent to the GS-11 level in the Federal service. Examples may include: compiling and analyzing program statistics; preparing budget justifications; preparing findings for higher level review; maintaining, updating, and improving existing databases to provide budgetary or organizational information required for program analysis activities.
To qualify at GS-13, you must have one year of specialized experience equivalent to the GS-12 level. Examples of this experience include: Working knowledge of the federal budget process; conducting processes to gather, assess, and report budget position and the effectiveness of program goals; implementing criteria to measure the attainment of budget and program objectives within the bounds of financial constraints; analyzing and reporting on adherence to policy guidance, such as those governing the allocation of financial and human capital resources; skill in using computer applications for word processing, spreadsheets, graphics, communication programs and/or other applicable financial systems. In addition, at this level your experience should include: Ability to manage time, balance priorities, and work effectively and independently under the pressure of tight timeframes and changing conditions; experience in written communication to prepare reports and document findings.

Category rating procedures will be used to rank and select eligibles. Based on your responses to the occupational questionnaire, you will be assigned a score.
