Duties

Help

As a Grants Management Specialist, you will:

  • Distribute and balance the workload of application budget reviews, grant adjustment notices, indirect cost negotiations, award package reviews, and any other work assignments among employees and contractors in accordance with established fiscal year work flow and job priorities; and ensure timely accomplishment of the assigned workload.
  • Provide guidance to senior officials relative to the financial operations of the grants program, providing advice, counsel and assistance to management and program officials in developing, implementing and evaluating program plans, strategies, program announcements, guidelines, and procedures relative to pertinent grant programs.  Serve as a key resource and a grants management representative on various task forces and committees, internal and external.
  • Conduct studies to develop ways and means for improvement of administrative and management procedures and processes relative to the grants programs.
  • Instruct and provide interpretations and guidance to grant recipients and sub recipients in the areas financial grants administration, planning, and implementation, to include financial and budget operations and policy to ensure the financial integrity of grant recipients and conformance to Federal laws, rules and regulations, as well as DOT policies and procedures.
  • Resolve grantee administrative and internal control deficiencies disclosed in external financial and compliance audits. Evaluate compliance of grantee with generally accepted accounting principles and government auditing standards, and other Federal practices.  Instruct and provide advice and assistance to management officials, staff, and grantee organizations in resolving audit findings to ensure all financial discrepancies involving the use of Federal funds are cleared to the benefit/satisfaction of the Federal government.

The ideal candidate has experience applying the theory, concepts, and practices of financial grant management and operations to assist in the financial review and reconciliation of grant applications.

CONDITIONS OF EMPLOYMENT:

  • BACKGROUND INVESTIGATION: You will be required to complete a background/security investigation and meet preliminary requirements prior to onboarding.
  • REMOTE WORK: If selected for a remote work position, you must have access to high speed internet and cell phone service meeting current Agency standards from the approved work location within the Contiguous United States and sign a remote work agreement.

Qualifications

To meet the minimum qualifications for this position, you must meet the specialized experience qualifications for the grade at which you are requesting consideration.

To qualify for the Grade 14, you must have at least one year of experience equal or equivalent to the GS-13 and it must include:

  • Experience managing multiple financial grants management activities across the typical grant life cycle: pre-award, award, post-award and close-out.
  • Experience working with automated grant management and financial management systems, as well as developing and facilitating training related to financial grants management activities, processes and systems.
  • Experience applying/interpreting Federal grants management laws, administrative rules, policies and regulations, such as GAO requirements, OMB Circulars, and other grants management laws.

KNOWLEDGE, SKILLS AND ABILITIES (KSAs): Your qualifications will be evaluated on the basis of your level of knowledge, skills, abilities and/or competencies in the following areas:

  1. Technical - Uses knowledge that is acquired through formal training or extensive on-the-job experience to perform one's job; works with, understands, and evaluates technical information related to the job; advises others on technical issues.
  2. Communication - Expresses information (for example, ideas or facts) to individuals or groups effectively, taking into account the audience and nature of the information (for example, technical, sensitive, controversial); makes clear and convincing oral presentations; listens to others, attends to nonverbal cues, and responds appropriately.
  3. Grants Management - Knowledge of requirements, practices, and procedures for soliciting, receiving, reviewing, and processing proposals, and awarding and administering grants and agreements.
  4. Grants Management Laws, Regulations, and Guidelines - Knowledge of principles, laws, regulations, policies, practices, and guidelines (for example, Executive Orders, Code of Federal Regulations, OMB circulars) of grant or agreement programs, including their order of precedence.
