DIRECT HIRE AUTHORITY: This position is being filled using Direct-Hire Authority (COVID-19 - VA 002) in-accordance with 5 U.S.C. 3304(a)(3) and 5 CFR 337.205(b)(1)-(4).
Independently schedules surveys of laboratories, shops, and offices to identify and evaluate risk potential involving a wide variety of work environments and occupations; determines the extent to which mechanical and physical conditions comply with required or accepted standards, their adherence to established safety policies and procedures, and the effectiveness of the assigned program. Manages the programs required by the Occupational Safety and Health Administration (OSHA). Performs hazard assessments of all facilities of V ASDHS, and inspect and recommends approval of board and care establishments for veteran placement.
Performs industrial hygiene and safety on-site and fire safety surveys and inspections of areas at the facility, including construction sites to assure adequacy of safety and health regulations and policy compliance.. The incumbent recommends changes where deficiencies are noted referencing applicable specification, code or standard.
Performs off-site industrial hygiene and safety inspections of contracted nursing homes, residential board & care centers, rehabilitation centers, adult day care centers, memory car centers and crisis centers and other applicable centers within the community in accordance with the VA and regulatory standards.
The incumbent is part of the team that evaluates for compliance Board and Care, Nursing Homes, Adult Day Care Centers, Homeless Shelters, or other Veterans programs for occupancy and use by clients of the Department of Veterans Affairs. The incumbent is to interpret community placement fire safety criteria on acceptability of community Nursing Homes, Board and Care Facilities, Adult Day Care Centers and Homeless Shelters, supporting medical facility inspection programs for such facilities.
Investigates injuries/illnesses, analyzing precipitating factors and accident cause data to develop specific methods for prevention. Consults with specialists from related occupations concerning work process modifications and recommends corrective or remedial safety measures.
In conjunction with Medical Center Security personnel, investigates accidents reported by supervisors, employees, patients, and visitors. From witnesses' statement, records circumstances, estimates property damages (if any) of the accident, and prepares and submits Report of Accident (VA Form 2162) to proper authorities. Is prepared to request photographic assistance from Medical Media Production Service if required.
Prepares policies and develops programs relating to OSHA, EPA, NFPA, and The Joint Commission standards.
Assists with coordinating scheduling, and implementation of all on-site fire drills throughout VASDHS on all work shifts..

Qualifications
To qualify for this position, applicants must meet all requirements by the closing date of this announcement.
GS-11 grade level: One year of specialized experience (equivalent to the GS-9 grade level in the federal service); experience that equipped the applicant with the particular knowledge, skills and abilities (KSA's) and other characteristics to perform successfully the duties of the position, and that is typically in or related to the work of the position to be filled, in the normal line of progression for the occupation in the organization. Specialized experience includes: Industrial Health Specialist, Industrial Health Assistant, Environmental Health Specialist, Toxicologist, or Safety Specialist.

Applicants may substitute education for the experience required for the GS-11 level. To qualify based on education for this grade level you must have 3 years of progressively higher level graduate education leading to a Ph.D. degree or Ph.D. or equivalent doctoral degree in the appropriate degree field.
OR
Applicants may also combine education and experience to qualify at the GS-11 level. You must have an combination of specialized experience and education beyond 2 years of education plus specialized experience at the GS-9 level that together add to 100% of the requirement

Then identify the percentage of required experience you possess. Add the two percentages. The total percentage must equal at least 100 percent to qualify at the GS-XX. A bachelor's or graduate/higher level degree in industrial hygiene, occupational health sciences, occupational and environmental health, toxicology, safety sciences, or related science; or
A bachelor's degree in a branch of engineering, physical science, or life science that included 12 semester hours in chemistry, including organic chemistry, and 18 additional semester hours of courses in any combination of chemistry, physics, engineering, health physics, environmental health, biostatistics, biology, physiology, toxicology, epidemiology, or industrial hygiene; or
Courses in the history or teaching of chemistry are not acceptable.
