As a HR Specialist (Employee and Labor Relations) you will:
Provide technical authority advisory services on ER/LR including performance management and recognition program. Participates with the Branch Chief and other senior staff in the development of written policy, procedural, planning and guidance materials on employee relations program areas as well as in the preparation of reports, bulletins, circulars, instructions, and guidelines necessary for program implementation and administration.
Exercise the following authorities and responsibilities; ensures that NSF's strategic plan, mission, vision, and values are adopted and integrated into all assignments.
Act as a liaison between labor and management to provide guidance and training to management staff regarding the interpretation/application of the CBA, employee rights to union representation, the union’s right to attend formal meetings, negotiability and representational issues and official time.
Develop, administer, and evaluate ER/LR programs’ elements in such areas as discipline, adverse actions, administrative/negotiated grievances and appeals, standards of conduct, counseling and referral services, union agreements, collective bargaining agreements, and violence in the workplace programs as a technical authority.
Consults with other HRM staff as needed to explore alternatives and to develop constructive and coordinated solutions to complex and sensitive organizational problems.
Prepare disciplinary, performance-based, and adverse actions and other supporting documents required to take disciplinary and adverse actions.
Provide staff assistance and advice in developing a communications program designed to provide guidance to management and employees on effective two-way flow of information and consultation on work problems and personnel policy questions.
Exercise professional judgment and originality in developing innovative solutions in areas where guidance is conflicting or entirely lacking.
Formulate and prepares responses to inquiries from members of Congress, OPM, Union, FLRA, FSIP, employees and other interested parties concerning regulatory, administrative, collective bargaining agreement, policy applications to management matters, requiring considerable research to obtain, verify, and provide the desired information.

This is a non-bargaining unit position.
To qualify at the GS-13 level, you must have one year of specialized experience equivalent to the GS-12 level in Federal service. Specialized experience for this position is work that involves the ability to provide guidance, advice and assistance to management and employees in preventing and resolving a wide range of complex work-related problems. Examples of specialized experience includes serving as a senior level consultant in labor and employee relations programs; developing, administering, and evaluating policies and plans on adverse actions, discipline, grievances and appeals, performance management, incentive awards, leave regulations and administration, standards of conduct, counseling and referral services, and employee assistance issues. In addition, the work involves establishing and maintaining effective relationships - including the use of nontraditional collaborative approaches with labor organizations representing Federal employees, negotiating, and administering labor agreements.
Education may enhance skills required for this position; however, no substitution of education for specialized experience may be made at this level.
Relocation Expenses will not be paid.
