Current NASA federal employee serving on a career, career-conditional, Schedule A for individuals with disabilities, or NASA term appointment that provides eligibility to convert to a permanent appointment.
Serve as an agency-wide technical applications expert for providing technical advice and guidance leveraging knowledge in human capital and workforce management, strategic infrastructure, procurement and integrated financial application processes.
Responsible for staff coordination, consultation, and escalation of issues.
Work with all levels of management, key personnel, other government agencies, and private industry providing technical expertise to resolve and track complex issues and challenges that arise and assures the overall resolution of issue.
Ensure organizational alignment and support of the Application Division vision of delivering application services through the Scaled Agile Framework (SAFe) with a focus on delivering value to the Agency through lean and agile practices.
Supports supervisor in providing daily support, guidance and leadership to employees to remove obstacles, understand needs, accomplishments, challenges and assist by removing obstacles by serving as a point of escalation for issues.
Coordinate the priorities for technical personnel in conducting conceptual business systems analyses and investigations of highly unstructured and interconnected problems involving technology and programmatic issues leveraging lean agile practices.
Responsible for the planning, design and implementation of federal agency-wide system capabilities to address customer-initiated enhancements, regulatory, or NASA business policy changes.
Makes recommendations on advantageous approaches for enhancing existing agency-wide IT systems, or for purchasing or developing new capabilities that satisfy customer needs at the lowest cost.
Provides expert evaluation of the requirements, analyzes alternatives, and recommends technical solutions relating to the complete life cycle for information systems and information systems components.

The salary range listed on the vacancy announcement is equivalent to the lowest GS-15 and highest GS-15 locality pay across the agency; the selectee's final salary will be set based on their duty location

Qualifications
You must have one year of specialized experience equivalent to the next lower grade, which has equipped you with the particular competencies needed to successfully perform the duties of the position described above.
To qualify for GS-15, you must have one year of directly related specialized experience equivalent to the GS-14 level providing technical leadership and management of IT systems, applications, processes, programs, security activities, and initiatives supporting NASA missions at Center and/or Agency Enterprise levels; leading projects or a team of IT Specialists in integrated systems solutions such as strategic infrastructure, procurement and integrated financial application processes OR experience in the human capital workforce application processes; developing and leading the deployment of IT systems, programs, products and services, critical to NASA programs to stakeholders; identifying and resolving a range of operational and/or strategic issues.
AND
You must have IT-related experience demonstrating each of the four competencies listed below.
