Summary

About the Position: This is an Interdisciplinary position and may be filled by any of the following series: Geographer 0150, Cartographer 1370, or Land Surveyor 1373. This position is with USACE, Engineering and Construction Division Infrastructure Branch Geospatial Section, Tulsa OK.
Serves as District resource for guidance in continually evolving and increasingly sophisticated professional field of land surveying and mapping.
Develops and reviews scopes of work for A-E contracts involving surveying and mapping.
Leads survey teams in remote areas, makes personal contacts, and applies complex surveying techniques including the use of Global Positioning System (GPS) technology.
Uses CADD (Computer Aided Drafting and Design) or GIS (Geographic Information System) applications to process, evaluate, and edit survey data for mapping and analysis.
Maintains expertise in evolving complex hardware and software applications related to newest advances in survey technologies.
Interfaces with USACE Headquarters, Corps-wide counterparts, and other agencies.
Evaluates project datums and oversees implementation of datum updates on projects for the District.
Reviews deliverables, resolves problems, and makes decisions for survey projects consistent with Corps of Engineers policy, standards, and State and Federal laws
Appointment may be subject to a suitability or fitness determination, as determined by a completed background investigation.

This position requires possession of a Licensed Land Surveyor registration. (NOTE: Proof of Licensed Land Surveyor registration MUST be submitted with application.)
Two year trial/probationary period may be required.
Incumbent must possess and maintain a valid State driver license.
Temporary Duty (TDY) Travel is required up to 20% of the time (via air, water or land).
Position requires lifting up to 50 pounds.
Incumbent may work outside the office which involves exposure to the elements (with weather varying from extreme heat to extreme cold); walking over rough, uneven surfaces, climbing, stooping, bending, standing, and entering confined spaces.

Qualifications
Who May Apply: US Citizens
In order to qualify, you must meet the education and experience requirements described below. Experience refers to paid and unpaid experience, including volunteer work done through National Service programs (e.g., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religious; spiritual; community; student; social). You will receive credit for all qualifying experience, including volunteer experience. Basic Requirement for Cartographer:
A. Degree: Bachelor's degree (or higher degree) in cartography, or a degree with a major that included or was supplemented by at least 30 semester hours in cartography and/or directly related science, and related mathematics. Such course work includes, but is not limited to, cartography, astronomy, geodesy, photogrammetry, physical and geological oceanography, computer science, land surveying, geophysics, physical geography, and remote sensing. The 30 semester hours must have included at least 6, but no more than 15, semester hours of college level, non-business mathematics or statistics (i.e., college level algebra, trigonometry, calculus, or scientific mathematics or statistics requiring equivalent college-level courses as prerequisites).
OR
B. Combination of Education and Experience: Courses equivalent to a major in cartography, or a major that included or was supplemented by at least 30 semester hours in cartography, and/or directly related science, and related mathematics, as shown in A above, plus appropriate experience or additional education.
Basic Requirement for Land Surveyor:
A. Degree: Bachelor's degree (or higher degree) in land surveying; or civil engineering with a surveying option/emphasis. The civil engineering major must have included at least 6 semester hours of surveying, 3 semester hours of land law, and 21 additional semester hours in any combination of the following: surveying, photogrammetry, geodetic surveying, geodesy, route surveying, remote sensing, cartography, survey astronomy, land information systems, computer-aided mapping, aerial photo interpretation, and survey analysis and adjustments.
OR
B. Combination of Education and Experience: Courses equivalent to a major in land surveying or civil engineering, as described in paragraph A, plus appropriate experience or additional education.
OR
C. Registration: The basic requirements for this series may be fully satisfied by a current registration as a land surveyor in a State, territory, or the District of Columbia obtained by written examination. Such registration must have been obtained under conditions outlined in the National Council of Engineering Examiners (NCEE) Unified Model Law for Registration of Surveyors. Applicants wishing to be considered under this provision must show evidence of registration based on successful completion of the written examinations. Registrations granted prior to adoption of a registration law with qualification requirements equivalent to the NCEE Model Law by the State, territory, or District of Columbia are not acceptable under this option. To be considered equivalent to the NCEE Model law, registration laws must include the four options listed within the NCEE Unified Model Law in the section specifying "General Requirements for Registration" as a Professional Land Surveyor.
Basic Requirement for Geographer:
A. Degree: Bachelor's degree (or higher degree) in geography; or related physical or social science such as geology, meteorology, economics, statistics, sociology, anthropology, political science, history, cartography, computer science, urban studies, or planning that included at least 24 semester hours in geography or related fields.
OR
B. Combination of Education and Experience: Courses equivalent to a major in geography, or a related field that included at least 24 semester hours in geography or related fields, as shown in A above, plus appropriate experience or additional education.
In addition to meeting the basic requirement above, to qualify for this position you must also meet the qualification requirements listed below:
GS-12 Specialized Experience
One year of specialized experience which includes performing the following duties: 1) Applying surveying knowledge and techniques to conduct field surveys such as real estate (land, boundary, cadastral), topographic, engineering (design, construction, site location), geodetic (horizontal and vertical control), photogrammetric control, alignments, grades, and/or construction layout surveys; AND 2) Utilizing CADD and/or GIS applications to process and analyze field survey data; AND 3) Providing advice on procedures for complex survey projects.
This definition of specialized experience is typical of work performed at the next lower grade/level position in the federal service or equivalent (GS-11)
Some federal jobs allow you to substitute your education for the required experience in order to qualify. For this job at the GS-12 level, you must meet the qualification requirement using experience alone--no substitution of education for experience is permitted.
