Duties

This position is located within the Department of the Interior, Bureau of Safety and Environmental Enforcement, Office of the Director, Office of Public Affairs in Washington, DC.

At the full performance level (GS-13) the major duties of this position include, but are not limited to the following:
1. Develops and coordinates public affairs strategies to secure public understanding and support in
reaching bureau objectives.
2. Writes, reviews, edits, and makes recommendations concerning speeches, publications, and presentations to ensure they conform to BSEE environmental policies and procedures and are consistent with good communications practices.
3. Develops, through research and interviews, written informational materials designed to reach regional and national audiences through the news media utilizing wire services, radio, television announcements, fact sheets, feature stories, speeches, audio visual presentations, reports, biographical sketches, correspondence, background statements, etc.
4. Maintains up-to-date, detailed knowledge of how BSEE environmental programs operate in
order to serve as the lead Public Affairs Specialist for BSEE's environmental stewardship programs.
5. Independently researches, analyzes, and solves problems as assigned by the OPA Chief. Prepares written and oral briefings for presentation to OPA Chief and management when necessary.
6. Contributes to the implementation of BSEE's internal communication plan through preparation of environmentally themed communication materials and provides input on effective methods and techniques.
7. Implements long-range and interim communications policies, strategies, and decisions regarding bureau environmental stewardship activities.
8. Uses proactive and creative approaches to establish effective relationships with new, non-traditional, and sometimes adversarial media representatives and public affairs personnel of specialized groups.

BSEE has determined that the duties of this position are suitable for telework and the selectee may be allowed to telework with supervisor approval.

Salary Range Information:
GS-11: $72,750- $94,581 per annum
GS-12: $87,198- $113,362 per annum

Minimum Qualification Requirements:
To qualify for this position you must meet the Qualifications described below for the series/grade to which you are applying.

GS-11

To qualify for the GS-11, you must meet A, B or C defined below:

A. Specialized Experience: To qualify for the GS-11, you must possess at least one full year of specialized experience equivalent to the GS-09 level in the Federal service, or comparable experience not gained through Federal service. Specialized experience is experience that equipped the applicant with the particular knowledge, skills, and abilities to perform successfully the duties of the position, and that is typically in or related to the work of the position to be filled. Specialized experience is defined as demonstrated experience: 1) Planning, organizing and preparing various communications, such as press releases, presentations, articles, photos, flyers, etc. for dissemination to the media or public audiences; 2) Preparing written and oral communications for media coverage of local events, such as press conferences and town hall meetings or other targeted audiences for the purpose of explaining an organization's programs, policies, and procedures to the media, government officials, business leadership and the public; 3) Preparing presentations, talking points or speeches. MUST MEET ALL 3 STATEMENTS IF QUALIFYING SOLELY OFF SPECIALIZED EXPERIENCE.
OR
B. Education: Ph.D. or equivalent doctoral degree or 3 full years of higher-level graduate education leading to such a degree or LL.M., if related. (Transcript required)
OR
C. Combination: A combination of specialized experience and education that totals 100% of the experience requirement.

GS-12
To qualify for the GS-12, you must possess at least one full year of specialized experience equivalent to the GS-11 level in the Federal service, or comparable experience not gained through Federal service. Specialized experience is experience that equipped the applicant with the particular knowledge, skills, and abilities to perform successfully the duties of the position, and that is typically in or related to the work of the position to be filled. Specialized experience is defined as demonstrated experience: 1) Experience in communications planning and implementation for a public affairs program that may deal with controversial issues of significant public interest; 2) Developing a dynamic and effective communication plan designed to educate the public about an organization's initiatives, programs, and operations; 3) Drafting, reviewing, and editing press releases, press statements, remarks, and speeches and transmitting public information to the press, as a spokesperson for an organization; 4) Establishing and maintaining working relationships with outside groups in achieving understanding with individuals indifferent to or having opposing points of view of an organization's policies and programs. MUST MEET ALL 4 SPECIALIZED EXPERIENCE STATEMENTS.
