Summary

Applicants with status (i.e., current permanent Federal employees in the competitive service and former Federal employees with reinstatement eligibility); those eligible for appointment under special hiring authorities; and veterans eligible for a VEOA appointment.
- Conducting research and analysis into a wide range of subject matters primarily related to employee engagement, organizational improvement, change management, and other programs informing or benefiting the FDIC workforce.
- Providing assistance in the planning of program activities and events, create agendas, charts and other program material to collaborate with team members and stakeholders; gather, sort and organize information for analysis, and conduct analysis for review by more senior staff.
-Planning and enacting communication strategies including drafting, editing, and sending for review, routine and non-routine communications for senior leadership (e.g. global messages, news articles, talking points, posters, brochures, presentations, etc.) to support employee engagement and organizational development efforts.
-Managing a tracking system for employee project ideas and anonymous feedback submissions.

Qualifications
Qualifying experience may be obtained in the private or public sector. Experience refers to paid and unpaid experience, including volunteer work done through National Service programs (e.g., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic, religious/spiritual; community; student, social). Volunteer work helps build critical competencies, knowledge, and skills and can provide valuable training and experience that translates directly to paid employment. To qualify for the CG-11 grade level, applicants must have completed at least one year of specialized experience equivalent to at least the CG-09 grade level or above in the Federal service. Specialized experience is defined as experience researching directives and policies to assist in program activities for employee engagement, organizational improvement, and change management; Using various software applications to manage projects, collect and analyze data, create presentations, spreadsheets, and reports; managing SharePoint sites; developing communication and marketing materials for distribution.

EDUCATION: Education may be substituted for experience in qualifying for this position. If qualifying based on education, applicant must possess: a Ph.D. or equivalent doctoral degree or 3 full years of progressively higher level graduate education or an LL.M. OR
Combination of education and experience: A combination of graduate level education as described above, beyond the second full year of graduate education, and specialized experience as described above that together meet the qualification requirements for this position. To qualify for the CG-12 grade level, applicants must have completed at least one year of specialized experience equivalent to at least the CG-11 grade level or above in the Federal service. Specialized experience is defined as experience leading employee engagement, organizational improvement, and change management programs and activities; facilitating discussions and managing projects; researching directives and policies for reports; utilizing software applications to track and manage projects, collect and analyze data, create presentations, spreadsheets, reports; creating and managing websites and SharePoint sites; developing communication and marketing materials for distribution.
