This Program Support Assistant position aligned under Research Service at the William S. Middleton VA Hospital in Madison, WI and is part of the VA's Great Lakes Health Care System in the Veteran's Integrated Service Network (VISN 12).The mission of VA Research & Development is to improve the quality of health care for veterans. This position will work specifically with studies that examine practices and interventions aimed at improving the health of veterans, particularly those coping with memory loss or dementia, as well as mental health conditions, addiction, or tobacco dependence.

Major Duties:

  • Serves as a project coordinator in support of a principal investigator conducting one or more research protocols.
  • Meets with the project investigator and team on a regular basis, assisting in implementation of the currently funded research protocol and proposal preparation for future research grants
  • Assists the investigator in creating and maintaining an electronic filing system for the study.
  • Follows all data collection procedures as designated by the study-specific protocol.
  • Maintains existing databases and data spreadsheet files and may involve training on and use of specialized research software.
  • Enters data in appropriate forms as designated by the study-specific protocol ensuring that files are complete and correct.
  • Generating study communication materials (e.g. brochures and information sheets), conducting literature searches required for the assigned research project.
  • Support the preparation and maintenance of reports and submissions for local Institutional Review Board (IRB) and Research and Development (R&D) committees and necessary VA progress reports.
  • Participates in participant interviews alongside investigators and depending on skill level, may conduct some interviews.
  • Speaks and writes English fluently and at a level suitable for public presentation at a meeting.

Qualifications

To qualify for this position, applicants must meet all requirements within 15 days of the closing date of this announcement.

Time-In-Grade Requirement: Applicants who are current Federal employees and have held a GS grade any time in the past 52 weeks must also meet time-in-grade requirements by the closing date of this announcement. For a GS-7 position you must have served 52 weeks at the GS-6. The grade may have been in any occupation, but must have been held in the Federal service. An SF-50 that shows your time-in-grade eligibility must be submitted with your application materials. If the most recent SF-50 has an effective date within the past year, it may not clearly demonstrate you possess one-year time-in-grade, as required by the announcement. In this instance, you must provide an additional SF-50 that clearly demonstrates one-year time-in-grade.

Note: Time-In-Grade requirements also apply to former Federal employees applying for reinstatement as well as current employees applying for Veterans Employment Opportunities Act of 1998 (VEOA) appointment.

GS-7 LEVEL GRADE REQUIREMENTS
SPECIALIZED EXPERIENCE: Must have one full year of specialized experience equivalent to at least the next lower grade level (GS-6) in Federal service that equipped you with the particular knowledge, skills and abilities to perform successfully the duties of the position, and that is typically in or related to the position to be filled. Specialized experience includes: Knowledge and familiarity with university libraries, health science databases, and other scientific information resources; Knowledge of and experience in carrying out data collection and statistical analysis, or ability to learn, especially qualitative approaches; Knowledge of research investigatory processes, study interviewing, compilation of data, and development and reporting of recommendation and findings; Skill in working with research participants throughout the research process including following protocols, enrolling and interviewing patients, and obtaining informed consent; Knowledge of health services research and study protocols, or ability to learn, in order to perform administrative tasks in support of the research protocols, including enrolling consenting patients, assembling information for reports, maintaining records, and responding to communications and inquiries; and strong computer skills, including Microsoft Word, Excel & PowerPoint.

Experience refers to paid and unpaid experience, including volunteer work done through National Service programs (e.g., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religions; spiritual; community; student; social). Volunteer work helps build critical competencies, knowledge, and skills and can provide valuable training and experience that translates directly to paid employment. You will receive credit for all qualifying experience, including volunteer experience.

Note: A full year of work is considered to be 35-40 hours of work per week. Part-time experience will be credited on the basis of time actually spent in appropriate activities. Applicants wishing to receive credit for such experience must indicate clearly the nature of their duties and responsibilities in each position and the number of hours a week spent in such employment.

Physical Requirements: The nature of the work places no special physical demands. The primary activities occur while sitting or standing during work at a computer. Some tasks may involve light carrying of books or papers.

As required by Executive Order 14043, Federal employees are required to be fully vaccinated against COVID-19 regardless of the employee's duty location or work arrangement (e.g., telework, remote work, etc.), subject to such exceptions as required by law[by November 22, 2021 . HR Office staff must verify your vaccination status prior to issuing a final offer of employment and before you report for New Employee Orientation. In addition, new hires must show vaccination documentation and submit their completed VA FORM 10230, COVID-19 Vaccination Form, to VA HR staff when reporting for New Employee Orientation. HR staff will upload vaccination information in the VA Light Electronic Action Framework (LEAF) system. If you are unable to obtain the COVID-19 vaccination due to a exception (i.e., medical or religious reasons), VA will provide additional information regarding what information or documentation is needed and how you can request an legally required exception. If you request a legally required exception, you must first complete the VA FORM 10230, COVID-19 Vaccination Form, and return the form to the servicing HR Office staff within 2 business days.

The HR Office staff will submit the form to your new supervisor of record for adjudication of the exception request. You may receive a final offer or be appointed while your request for medical or religious exception is being adjudicated.
