Help

Due to the current events surrounding COVID-19, telework will be mandatory. When it is determined that EXIM will be moving to the reopening phase, the expectation will be to physically return to the office. Telework days and any waiting periods for eligibility will be determined at that time.

As required by Executive Order 14043, Federal employees are required to be fully vaccinated against COVID-19 regardless of the employee's duty location or work arrangement (e.g., telework, remote work, etc.), subject to such exceptions as required by law. If selected, you will be required to be vaccinated against COVID-19 and submit documentation of proof of vaccination by November 22, 2021 or before onboarding with EXIM, if after November 22. This position is in the Office of Communications and External Engagement/Public Affairs Unit, Export-Import Bank of the United States (EXIM). The incumbent will be responsible for crafting and executing EXIM's communications strategies. The incumbent supports EXIM's public affairs across a number of functions, including creating owned content and written materials; drafting press releases and talking points; working with reporters; and other communications activities as needed.

The position demonstrates effectiveness in storytelling and managing public affairs campaigns, especially involving small business advocacy, economic policy. and/or financial services.

At the full performance level, duties include, but are not limited to:

  • Develops and implements proactive media engagement strategies and public relations campaigns, including drafting complex informational materials for the press, press releases, fact sheets, talking points and other background materials.
  • Interacts with the news media, providing information to the press, and shaping statements and/or responses delivered by senior officials or accurately communicating agency policies and priorities.
  • Develops, plans, and manages news conferences, prepares leadership officials and subject matter experts for media interviews, and moderates interviews.
  • Develops strategic communications plans highlighting agency programs, milestones, deliverables, and identify new and innovative ways to provide important information on agency objectives to the public and key stakeholders.
  • Creates and edits high quality written and graphic content, using a variety of methods and techniques, with input and engagement from subject matter experts, for EXIM's social media accounts, including Facebook, Twitter, YouTube, Instagram, etc.
  • Directs, as assigned, the communications of EXIM's programs and policies to key regional and national press conveying EXIM's mission and role in supporting U.S. exports.
  • Performs other duties as required, including planning activities to support major bank related events.

Qualifications

Specialized Experience (Credit for Specialized Experience on resume must reflect 40 hours/Full-time per week for each period of work):

GS-12
: You must have one (1) year of specialized experience that has equipped you with the particular knowledge, skills, and abilities to successfully perform the duties of the position, and that is typically in or related to the work of the position to be filled. To be creditable, specialized experience must have been equivalent to at least the GS-11 level in the Federal Government. Specialized experience includes:

  • Experience with outreach to members of the media, writing press releases and media advisories and providing communications and/or marketing support for a government agency, elected official, business group, trade association, or media organization;
  • Experience planning and implementing external and internal communications efforts to inform and educate specific constituencies and the general public about an organization's core mission and programs, including creating strategies for social and digital content;
  • Experience preparing written materials to promote the organization's position on a variety of sensitive, controversial and/or complex issues; AND
  • Experience establishing and maintaining effective working relationships at multiple levels within an organization in order to develop and disseminate coordinated messages that accurately address organizational programs.
Education cannot be substituted for experience at the GS-12 grade level.
