The selectee will serve as a Management & Program Analyst in the Office of Human Resources, Human Resources Research & Assessment Division. Typical work assignments include:
Developing and implementing HR plans, policies, and programs; and integrating strategic management initiatives in support of HUM's mission and goals. Assuring that all policy, regulatory, and program issuances are properly integrated and are fully supportive of the agency's mission requirements, equal employment opportunity objectives, and various HR laws.
Researching and evaluating a variety of HR trends and issues. Performing continuous research/evaluation on the utilization of HR program practices to accomplish program objectives and goals.
Developing and modifying HRR policies and procedures as it pertains to new HR initiatives. Conducting detailed evaluations on the status of HR policies and ensuring that program requirements are incorporated in all aspects of the HR planning processes.
Providing sound direction, advice, and assistance to senior-level managers of HRR regarding the formulation and implementation of human capital initiatives.

This Management and Program Analyst position starts at a salary of $87,198 (GS-12, step 1), with potential to $134,798 (GS-13, step 10).

Qualifications
GS-12: You qualify for the GS-12 level (starting salary $87,198) if you possess one year of specialized experience equivalent to the GS-11 level performing duties such as: formulating and implementing human capital initiatives; developing and modifying human resources policies and procedures; evaluating human resources program requirements for compliance; researching, analyzing, and evaluating a variety of human resources trends and business practices; identifying programmatic impediments and establishing necessary actions to enhance program effectiveness; performing data entry and analysis using an applicable computer software program (e.g., Excel, Access, or SPSS); and writing technical reports.
GS-13: You qualify for the GS-13 level (starting salary $103,690) if you possess one year of specialized experience equivalent to the GS-12 level performing duties such as: providing sound direction and advice to senior-level managers regarding the formulation and implementation of human capital initiatives; administering and managing human capital programming; assessing program effectiveness and compliance; conducting human capital research and recommending program enhancements; planning, organizing, and executing the development of human resources goals and objectives; performing data entry and analysis using an applicable computer software program (e.g., Excel, Access, or SPSS); and writing technical reports.
Experience refers to paid and unpaid experience, including volunteer work done through National Service programs (e.g., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religious; spiritual; community, student, social). Volunteer work helps build critical competencies, knowledge, and skills and can provide valuable training and experience that translates directly to paid employment. You will receive credit for all qualifying experience, including volunteer experience.
Time-in-Grade: Current Federal employees must have served 52 weeks at the next lower grade or equivalent grade band in the Federal service.
