This position is located in the Centers for Medicare & Medicaid Services (CMS), Center for Medicaid and CHIP Services (CMCS), Data and Systems Group (DSG), Division of Information Systems (DIS).

As an Lead Information Technology Specialist (System Analysis), GS-2210-14, you will also serve as a product leader and expert resource for division or inter- component teams involved in digital products designed to improve usability and maximize value for Medicaid and CHIP programs.

Help
  • Direct the development and implementation of digital products and services for area(s)/projects(s) of responsibility throughout the full life cycle development.
  • Provide high-level technical and conceptual expertise, particularly for crosscutting initiatives and major developmental projects.
  • Research, learn and apply a wide range of qualitative and/or quantitative methods to identify, assess, analyze and improve team effectiveness, efficiency and work products.
  • Monitor and report on the status and progress of work, checking on work in progress and reviewing completed work to see that the supervisor?s instructions on work priorities, methods, deadlines and quality have been met.

Qualifications

ALL QUALIFICATION REQUIREMENTS MUST BE MET WITHIN 30 DAYS OF THE CLOSING DATE OF THIS ANNOUNCEMENT.

Must have IT-related experience demonstrating each of the four competencies listed below:
1. Attention to Detail - Is thorough when performing work and conscientiously attends to detail.
2. Customer Service - Works with clients and customers (that is, any individual who uses or receives the services or products that your work or unit produces, including the general public, individuals who work in the agency, other agencies, or organizations outside the Government) to assess their needs, provide information or assistance, resolve their problems or satisfy their expectations; knows about available products and services; and is committed to providing quality products and services.
3. In order to qualify for the GS-14 , you must meet the following: You must demonstrate in your resume at least one year (52 weeks) of qualifying specialized experience equivalent to the GS-13 grade level in the Federal government, obtained in either the private or public sector, to include:
(1) Leading product research, design, and development using lean product and agile development methods to administer national health care information technology systems supporting the operations of Medicare, Medicaid, or the Children's Health Insurance Program (CHIP), or other similar national health care insurance program;
(2) Providing technical guidance and support for product teams responsible for development and implementation initiatives associated with the administration of national health care information systems;
(3) Utilizing agile, human-centered methods or equivalent to ensure the delivery of software products to provide measurable business value to state and CMCS users, and CMCS business stakeholders; AND
(4) Collaborating effectively with other product teams and stakeholders to align on objectives and identify and prioritize critical business
metrics.

Experience refers to paid and unpaid experience, including volunteer work done through National Service programs (e.g., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religious; spiritual; community, student, social). Volunteer work helps build critical competencies, knowledge, and skills and can provide valuable training and experience that translates directly to paid employment. You will receive credit for all qualifying experience, including volunteer experience.

Time-in-Grade: To be eligible, current Federal employees must have served at least 52 weeks (one year) at the next lower grade level from the position/grade level(s) to which they are applying.
