Summary

The FRA Office of Railroad Policy & Development (RPD) supervisory writer-editor is responsible for leading the RPD Strategic Communications team in executing robust internal and external communications initiatives. The RPD Strategic Communications team is responsible for working with subject matter experts to create internal communications for the RPD workforce, as well as external communications for stakeholders.

Duties

Help

As the Supervisory Writer-Editor, you will:

  • Supervise and manage the daily workflow and operations of the RPD Strategic Communications team to include drafting and editing content for FRA’s external website, intranet, talking points for senior leadership, fact sheets, briefers, correspondence, and other communications materials.
  • Create, edit, and oversee the development of engaging presentation materials for senior leadership to present at internal and external events.
  • Work closely with subject matter experts on the preparation of written communications.
  • Establish and implement an annual internal and external communications strategy.
  • Optimize and continually improve RPD’s communications processes for efficiency, quality, effectiveness, and customer service.
  • Supervise, motivate, and assess team performance to inspire productivity, camaraderie, and a mutually supportive, respectful, and cohesive work environment, encourage excellence, professional development, and career advancement.
  • Establish and promote FRA standards for written communication and clear writing, in accordance with the Plain Writing Act of 2010, S. Department of Transportation policies and guidance, Chicago Manual of Style, and best practices.

The ideal candidate is a seasoned team leader with demonstrated success running a fast-paced, high visibility, executive level written communications program. Critical skills for success in this position include strong verbal and written communications skills; political savvy; the ability to manage multiple projects with competing  priorities in unpredictable situations; build and maintain collaborative working relationships among internal and external stakeholders; develop and manage a diverse staff team; and streamline business processes. Examples of relevant experience include serving as a communications professional in the public or private sector where you had decision making authority about the development and production of briefers, presentations, correspondence, reports, and other written products for senior leaders, elected officials, major industry stakeholders, and/or the public.

CONDITIONS OF EMPLOYMENT:

  • TIME-IN-GRADE: Federal applicants must have served 52 weeks at the next lower grade in the competitive or excepted service in the executive branch to satisfy time-in-grade restrictions contained in 5 CFR 300, Subpart F.
  • DEU REQUIREMENTS: Applicants selected under delegated examining procedures may be required to successfully complete a one-year probationary period (unless already completed).

Qualifications

To meet the minimum qualifications for this position, you must meet the specialized experience qualifications requirements.

To qualify for the Grade 14, you must have at least one year of experience equal or equivalent to the GS-13, it must include:

  • Experience writing and editing English language documents, such as briefers, fact sheets, correspondence, memorandums, and reports; and tailoring the materials to the intended audiences while applying appropriate grammar, punctuation, style, and format requirements.
  • Experience analyzing business processes, identifying opportunities for improvement, making and gaining support for recommendations, and implementing consensus business process improvements.
  • Experience developing and maintaining effective relationships with a variety of internal and external groups and individuals, and creating a professional network in order to effectively support communication and outreach programs and effort s; developing engaging presentations for internal and/or external stakeholders.
  • Experience interacting daily with the highest-level agency leaders and senior executives to anticipate and understand their needs, apprise them of program and project status, communicate issues that might affect mission and task accomplishment, and set expectations for service delivery.

  1.   4.
