Location of Position:  GSA, Office of the Deputy Administrator, Technology Modernization Fund Program Management Office  

The Technology Modernization Fund (TMF) Program Management Office (PMO) provides support to agencies applying to receive funds from the TMF to support their modernization efforts at every stage of the proposal development process.

As an IT Program Manager, you will provide technical program expertise and consultative services in support of the Project Management Office for the TMF.

Serves as senior IT expert and authoritative IT policy and planning consultant managing and overseeing a variety of duties related to implementation of long-term IT projects including:  identifying agency needs and requirements; analyzing system requirements and environments; conducting and leading the completion of in-depth analytical studies, cost-benefit analyses, and other research projects; ensuring compliance with laws, regulations, policies, standards, and procedures; identifying standards and requirements for infrastructure configuration or enterprise architecture change management; designing and implementing information system security plans and procedures; and ensuring appropriate product-related training and documentation are developed and made available to customers.  Provides authoritative program related advice, information and guidance regarding current and future IT systems concepts, methods, practices, operations and technologies; coordinating, presenting, defending and negotiating programs, projects, policies and controversial issues of significant impact on supported and potential IT systems.  Ensures multi-phase, long-term projects are coordinated and integrated throughout agencies to ensure interoperability and system integrity, including working with contracting officers and acquisitions staff in major systems purchases and system upgrades; directing the work of project team members and or contracted employees; and ensuring quality and technical requirements set by senior management and government-wide standards are met.   Serves as a liaison to program personnel within an agency to convey information regarding modern software development best practices, policies and goals; to clarify procedures; and to interpret directives as needed; ensuring agency customers are fully engaged members of the team and helps them manage expectations with their stakeholders.

In order to be considered, you must meet the following conditions:

  • As required by Executive Order 14043, Federal executive branch employees are required to be fully vaccinated against COVID-19 regardless of the employee's duty location or work arrangement (e.g., telework, remote work, etc.), subject to such exceptions as required by law. If selected, you will be required to be vaccinated against COVID-19 and submit documentation of proof of vaccination by November 22, 2021 or before appointment or onboarding with the agency (if later than November 22, 2021). The agency will provide additional information regarding which forms of documentation can be accepted and how you can request a legally required exception from this requirement.  If selected and you are a current GSA employee (except in the OIG), you are not required to show proof of full COVID-19 vaccination if this requirement has already been met.
  • Due to COVID-19, the agency is currently in an expanded telework posture. If selected, you may be expected to temporarily telework, even if your home is located outside the local commuting area. Once employees are permitted to return to the office, you will be expected to report to the duty station listed on this announcement within 45 days. At that time, you may be eligible to request to continue to telework one or more days a pay period depending upon the terms of the agency’s telework policy.
  • Receive authorization from OPM on any job offer you receive, if you are or were (within the last 5 years) a political Schedule A, Schedule C or Non-Career SES employee in the Executive Branch.
  • Undergo and pass a background investigation (maybe from Tier 4 -Tier 5 investigation level). A Tier 5 must be granted before you can start the job.
  • Have your identity and work status eligibility verified if you are not a GSA employee. We will use the Department of Homeland Security’s e-Verify system for this. Any discrepancies must be resolved as a condition of continued employment.

The GS-15 salary range starts at $128,078.00 per year.  Locality pay will be determined once the duty location has been established.

If you are a new federal employee, your starting salary will likely be set at the Step 1 of the grade for which you are selected.

To qualify, you must have IT-related experience demonstrating EACH of the four competencies AND one year of specialized experience equivalent to the GS-14 level in the Federal service as described below:

IT SPECIALIST COMPETENCY REQUIREMENTS:

  • Attention to Detail - This skill is generally demonstrated by assignments where the applicant keeps abreast of latest technology, information, research, etc., to maintain knowledge in field of expertise (for example, reads trade journals, participates in professional/technical associations, maintains credentials).
  • Customer Service - skill is generally demonstrated by assignments where the applicant promotes or develops and maintains good working relationships with key individuals or groups.
  • Oral Communication - This skill is generally demonstrated by assignments where the applicant serves on panels, committees, or task forces as a representative for the organization on technical or professional issues.
  • Problem Solving - This skill is generally demonstrated by assignments where the applicant monitors current trends or events (for example, technological, economic, political, social, educational, or employment trends or events) and applies the information as appropriate.

SPECIALIZED EXPERIENCE REQUIREMENTS: Specialized experience is delivering modern IT systems, products or services; designing IT systems, products or services using agile or iterative development methodologies; overseeing the planning, management, and direction of a program or projects; and building alignment with stakeholders to coordinate, present, defend and negotiate programs, projects, policies and critical issues of significant impact on supported and potential IT systems.

Travel expenses associated with interviews may be approved. Determinations will be made on a case-by-case basis.

We are currently filling the following vacancies, but additional vacancies may be filled through this announcement in this or other GSA organizations within the same commuting area, as needed; through other means; or not at all.

Currently filling one vacancy that requires a Tier 5 (top secret) security background investigation.  Selectee will be expected to report to 1800 F Street, NW, Washington, DC, and may be eligible to request to telework several days per pay period depending upon the needs of the organization and the terms of the agency's telework policy.
  2. Currently filling two vacancies that require a Tier 4 (high risk) security background investigation.  These will be full-time telework positions.  Duty location will be determined upon selection.
