Duties

Help
  • You will plan, schedule, distribute and monitor work performed by junior telecommunications personnel.
  • You will serve as liaison between bases and service and/or equipment contractor to ensure telephone systems are maintained at the highest level of efficiency and effectiveness.
  • You will develop reports and make recommendations regarding equipment acquisitions based on efficiencies of scale.
  • You make decisions based on existing guidelines and procedures on various telecommunications functions to include installations, expansions, facilities, and equipment.
  • You will monitor performance characteristics for hardware and software associated with modifying or installing telecommunications systems.

  • This position is designated as a Cyber IT/Cybersecurity Workforce position. You must obtain and maintain the credentials as described in SECNAV M-5239.2 for specialty area 441 within 12 months of appointment.
  • Supervisors in the executive branch have a heightened personal responsibility for advancing government ethics. You will be required to review the 14 General Principles of Ethical Conduct at 5 CFR 2635.101.
  • This position may require travel from normal duty station to CONUS and OCONUS and may include remote or isolated sites. You must be able to travel on military and commercial aircraft for extended periods of time.
  • You will be required to obtain and maintain a U.S. Passport.

Qualifications

Applicants must have directly applicable experience that demonstrates the possession of knowledge, skills, abilities, and competencies necessary for immediate success in the position. Qualifying experience may have been acquired in any public or private sector job, but will clearly demonstrate past experience in the application of the particular competencies or knowledge, skills and abilities necessary to successfully perform the duties of the position. Such experience is typically in or directly relates to the work of the position to be filled. Qualifying experience would be demonstrated by:

  • Consulting on telephones matters including wireless, paging, data communications, digital and fax transmission and video communications including teleconferencing, voicemail and telecommuting.
  • Maintaining liaison with servicing telephone company and telecommunications contract providers on equipment specifications, customer's requirements, installation, service quality and special services.
  • Conducting training (formal and informal) on appropriate telecommunications topics for customers and staff personnel.
  • Establishing local policy and procedures for administering communications and processing customer requirements.
  • Receiving and approving telecommunications acquisition requests from customers regarding regulatory guidance, equipment/service specifications, pricing, vendors, and procurement procedures.

Education

SUBSTITUTION OF EDUCATION FOR EXPERIENCE:
GG-11
Applicants may substitute the following education for the required experience, provided it demonstrates the knowledge, skills and abilities necessary to do the work of the position:

Successfully completed a Ph.D. or equivalent doctoral degree
or
Successfully completed three full years of progressively higher level graduate education leading to a Ph.D. or equivalent degree
or
Successfully completed an LL.M. degree that is related to the position being filled.

or
A combination of experience and education as described above that equates to one year of experience. My percentage of the required education plus my percentage of the required experience equal one hundred percent.

Additional information

This position is a DoD Cyber Excepted Service (CES) personnel system position in the Excepted Service under 10 U.S.C. 1599f.

The Cyber Interagency Transfer Authority (CITA) permits movement of CES employees appointed under Section 1599f of Title 10 U.S.C. and excepted service employees appointed under Schedule A, Section 213.3106(b)(11) of Title 5 CFR, info cyber workforce positions in the competitive service and movement of competitive service employees into DoD Cyber Workforce positions within the Military Departments and Defense Agencies.

This position is eligible for part time, full time or ad-hoc telework at the discretion of management.

This position is subject to recall during emergency situations and on an as needed basis in order to assist in systems restoration, resolve problems, and plan unscheduled operational tasking.

This position is covered by the Department of Defense Priority Placement Program.
