Summary

The VA Saint Louis Health Care System is recruiting for a Program Support Assistant in Surgery Service located at the John Cochran Division. Primary purpose of this position is to provide budgetary, acquisition and inventory support to the Administrative Officer and the Chief of Surgery. Surgery Service provides specialty care services to a two division Health Care System and provides medical education through affiliations with Saint Louis University and Washington University School of Medicine.

Duties

Help

Position duties include, but are not limited to, the following:

  • Computes funding requirements for contracts, equipment and supplies.
  • Uses a range of well-established and commonly applied budgetary, acquisition and supply principles, concepts and methodologies to forecast and compute need to intervene in response to fluctuations in rates for contracts.
  • Prepares recommendations for procurement of equipment and material.
  • Prepares annual input for acquisition planning for well-established levels and types of standard equipment and expendable supplies necessary to support activity's administrative functions.
  • Prepares and maintains equipment requests listing(s) for the service lines, verifying with each program the items listed are still current and accurate.
  • Analyze monthly, quarterly, and annual contract and supply expenditures and schedules to determine fund usage requirements and execution of budget plans for assignment supplies and each formal contract.
  • Uses a wide range of well-established and commonly applied acquisition and budgetary principles, concepts and methodologies to evaluate status of funds available to execute annual contracts and supply programs.
  • Analyze, coordinate and controls management of assigned fund control points for the service line. Advises Surgical Administrative Officer when original obligations required additional funds to support patient care services.
  • Provides draft Budget Call projections for the service line's fund control points annually. Maintains contract status logs for all formal contracts. Provides monthly status reports on fund control points to Surgical Service Administrative Officer.
  • Implement federal and agency program for control and inventory, return and re-utilization of equipment. Uses well-established and commonly applied methods to maintain consolidated memorandum receipt (CMR).
  • Required to assist with physical inventory on an annual basis of all CMRs assigned to Surgery Service.
  • Works directly with appropriate medical center staff and vendors to ensure equipment and/or instruments are repaired and/or replaced as needed in accordance with specific agency directives and procedures.
  • Other duties as assigned.

Qualifications

To qualify for this position, applicants must meet all requirements by the closing date of this announcement, 10/27/2021.

Time-In-Grade Requirement: Applicants who are current Federal employees and have held a GS grade any time in the past 52 weeks must also meet time-in-grade requirements by the closing date of this announcement. For a GS-7 position you must have served 52 weeks at the GS-6. The grade may have been in any occupation, but must have been held in the Federal service. An SF-50 that shows your time-in-grade eligibility must be submitted with your application materials. If the most recent SF-50 has an effective date within the past year, it may not clearly demonstrate you possess one-year time-in-grade, as required by the announcement. In this instance, you must provide an additional SF-50 that clearly demonstrates one-year time-in-grade.

Note: Time-In-Grade requirements also apply to former Federal employees applying for reinstatement as well as current employees applying for Veterans Employment Opportunities Act of 1998 (VEOA) appointment.


You may qualify based on your experience as described below:

  • Specialized Experience: You must have one year of specialized experience equivalent to at least the next lower grade GS-6 in the normal line of progression for the occupation in the organization. Examples of specialized experience would typically include, but are not limited to: collecting and analyzing data; preparing and executing program specific information; preparing reports; preparing agenda and minutes for monthly meetings; preparing and reviewing correspondence for accuracy and completeness; developing solutions to action plans; working with data management systems and other databases applications in order to access information necessary to prepare reports; briefings, and correspondence; and operating office automation equipment and software and project management tools such as Microsoft Word, PowerPoint and Excel.

Experience refers to paid and unpaid experience, including volunteer work done through National Service programs (e.g., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religions; spiritual; community; student; social). Volunteer work helps build critical competencies, knowledge, and skills and can provide valuable training and experience that translates directly to paid employment. You will receive credit for all qualifying experience, including volunteer experience.

Note: A full year of work is considered to be 35-40 hours of work per week. Part-time experience will be credited on the basis of time actually spent in appropriate activities. Applicants wishing to receive credit for such experience must indicate clearly the nature of their duties and responsibilities in each position and the number of hours a week spent in such employment.

Physical Requirements: The work is primarily sedentary, although some slight physical effort may be required. The work is performed primarily through extended use of a computer, so there are extended periods of sitting when using the computer.
