Duties

Help

The Monitoring Officer will independently monitor programmatic and financial activities of grantees and project sponsors to ensure compliance with Federal requirements and AmeriCorps established policies. Will perform the following duties:

Independently monitors AmeriCorps funded grants and sponsors across all AmeriCorps streams of service to ensure program activities are in compliance with Federal regulations and AmeriCorps policies, procedures and provisions of grant administration. Conducts desk reviews and on-site monitoring activities.

Compiles and analyzes program data to develop written summaries and reports of monitoring findings for all applicable grant programs. Identifies potential areas of compliance vulnerability and risk, recommending mitigation strategies.

Liaises with regional staff (i.e., Senior Portfolio Manager or Portfolio Manager) to resolve compliance findings by identifying and implementing program improvements.
Provides technical assistance to grantees to resolve compliance findings and prevent or deal with similar situations in the future.

Ensures grantee adherence to AmeriCorps policies and procedures and overall accountability to ensure corrective action plans are completed.
Contributes to the development and enhancement of grantee tools, resources, and approaches to promote compliance throughout the grant lifecycle. Integrates and shares best practices with internal and external stakeholders to enhance program performance.

Embraces a continuous improvement mindset by identifying opportunities to improve or streamline monitoring business processes to enhance performance.

Collaborates with regional offices and other AmeriCorps offices to design and deliver compliance training to current and potential grantees. Interprets legal and regulatory requirements for grantees/potential grantees, providing authoritative advice.

Serves on teams and working groups tasked with developing and/or revising guidelines, policies, and processes on program delivery, monitoring, compliance, data analysis, performance management, risk assessment and related operational goals and objectives.
Performs other duties as assigned.

Qualifications

Applicants must have one year of specialized experience comparable in scope and responsibility to at least the mid-range of the NY-03 pay band, which would be at or equivalent to, the GS-11 level in the Federal Service. Specialized experience is that which has equipped the applicant with the particular knowledge, skills, and abilities to successfully perform the duties of the position, and that is typically in or related to the work of the position to be filled. Specialized experience includes planning and evaluating grant programs; reviewing grant applications and proposals; and measuring the performance of awarded grants.

Experience refers to paid and unpaid experience, including volunteer work done through National Service programs (e.g., Peace Corps, AmeriCorps VISTA) and other organizations (e.g., professional; philanthropic; religious; spiritual; community, student, social). Volunteer work helps build critical competencies, knowledge, and skills can provide valuable training and experience that translates directly to paid employment. You will receive credit for qualifying experience, including volunteer experience.

Such experience must be clearly documented in the applicant's resume.

Education

If you are qualifying based on education alone, you must have a Ph.D. or equivalent doctoral degree or 3 full years of progressively higher level graduate education leading to such a degree. Such education must be from an accredited institution and demonstrate the knowledge, skills, and abilities necessary to perform the work. You must submit an unofficial copy of your college transcript. You must submit evidence that any education completed in a foreign institution is equivalent to U.S. educational standards.

You may also qualify based on a combination of education and experience, if applicable.
