The United States Holocaust Memorial Museum is a federally chartered, nonpartisan institution that was created by the US Congress to serve as America’s national memorial to the victims of the Holocaust and an educational institution dedicated to the history and lessons of the Holocaust. The Museum seeks to educate Americans from all 50 states and all walks of life as well as international audiences. The Museum has three areas of expertise: Holocaust remembrance, Holocaust scholarship and education, and genocide prevention.

Duties include:

The Digital Access Division is responsible for managing a growing collection of digital historical collections comprising oral history, film, sound, photos, objects, archival documents, and metadata.

Its mandate includes ensuring the millions of digital assets in the Museum's collection are made accessible to all users, whether remote, local, or staff, and preserving them for future generations. This work includes collaborating with staff across NIHD to digitize the collection, receive digital acquisitions, and integrate metadata from various databases, and to create the best user experience possible in its online Collections Search.

The Division works closely with partners across the Museum to develop and implement the access, management and preservation system architecture that will secure our collections long into the future.

The Digital Access Division ensures that the NIHD remains a global leader in implementing emerging trends and best practices in the management and accessibility of digital historical collections.

 The primary purpose of this position is to manage the intake of all digital acquisitions within NIHD and to incorporate those materials into the Museum’s access, management, and preservation systems.

Qualifications

Qualification requirements in the vacancy announcements are based on the U.S. Office of Personnel Management (OPM) Qualification Standards Handbook, which contains federal qualification standards. Experience refers to paid and unpaid experience, including volunteer work done through National Service programs (e.g., Peace Corps, AmeriCorps) and other organizations e.g., professional; philanthropic, religious; spiritual; community, student, social). Volunteer work helps build critical competencies; knowledge, and skills and can provide valuable training and experience that translates directly to paid employment. You will receive credit for all qualifying experience, including volunteer experience.

SPECIALIZED EXPERIENCE: You qualify for the GS-09 grade level if you possess one year of specialized experience, equivalent to the GS-07 (or equivalent) grade level in the Federal government, performing the following duties:

Uses various Museum-supplied tools to track, identify, and ensure asset management for preservation and access in a cultural heritage setting. Uses a combination of tools including all of the following: (1) the Linux-like command line tool ffmpeg, (2) the preservation system Libsafe, (3) the digital asset management system Open Text Media Management, and (4) tools generated specifically for the purpose of verification of preservation data including file size, date, checksums, and other critical characteristics. Incumbent must have experience transcoding various digital file formats (including video formats mp4, m4v, mpeg2, motion jpeg2000, ProRes, and various born digital camera raw) for access and preservation, and experience identifying and resolving technical metadata issues for all kinds of Museum digital acquisitions (video, audio, image). Knowledge of digital asset management, including ingest best practices and training new users, is a requirement.

OR

2 full years of progressively higher level graduate education or master's or equivalent graduate degree, e.g., LL.B. or J.D., related to the position.

OR

A combination of education/experience described above.

Evaluation of Specialized Experience:

Experience must have demonstrated the ability to perform, supervise, or direct one or more of the functional areas of work covered by this series; to understand the concepts, theories, new developments, and co-relationship of information in related fields; and to maintain up-to-date information on the state of the art. For positions where foreign language proficiency is needed, applicants must be able to read and/or translate material in the appropriate specialized subject-matter field.
