Duties

Help

If you are selected for the TERM appointment as the Personnel Security Specialist, your responsibilities would include, but would not be limited to:

  • Serve as a subject matter expert (SME) and primarily responsible for the implementation and administration of the personnel security program.
  • Formulate and Implement security policy, procedures, systems, and programs involving the loyalty and reliability of employees.
  • Determine suitability and security eligibility of individuals for entry and retention in sensitive and non-sensitive positions.
  • Make security determinations, conducts interviews when necessary, affording rights and due process, and request investigations on matters regarding reinvestigation requirements and related matters concerning the maintenance of security clearances.
  • Establish and maintains relationships with the Department security personnel in the implementation of OIG security programs. Provide management advisory services to OIG executives, managers, and employees on security programs, policies, procedures and practices. Serve as the e-QIP liaison between OPM and the OIG.
  • Maintain enterprise-wide background investigation and security clearance database, JSTARS and updates internal vital record data, as necessary.
  • Maintain an accurate courier card database. Prepare and issue credentials for employees.
  • Supports the OIG Security Programs Manager in a wide array of security tasks, as assigned.

  • You will be offered a term appointment not-to-exceed two (2) years, which may be extended one (1) year based on workload requirements.
  • You must be a U.S. Citizen or National.
  • You must be able to obtain and maintain a TS/SCI security clearance.
  • You must be registered for the Selective Service, if applicable.
  • You must successfully pass and are subject to random drug screenings.
  • You must meet all qualification requirements by the closing date of this announcement.
  • You may be required to complete a one year trial period.

Qualifications

To qualify for this position at the GS-13 grade level, you must have one year of specialized experience equivalent to the GS-12 grade level obtained in the public sector. (Specialized experience is paid or unpaid experience which has equipped you with the specific knowledge, skills, and abilities to successfully perform the duties of the position.)

Specialized experience includes such duties as 1) Formulating and implementing security policy, procedures, systems and programs; 2) Serving as the e-QIP coordinator; 3) Determining suitability and security eligibility of individuals for entry and retention in sensitive and non-sensitive positions; 4) Establishing and maintaining relationships with Departmental staff on issues regarding personnel security programs; 5) Possessing a sound knowledge of how to use various databases, spreadsheets, graphs, and charts to organize, analyze, and present information, and 6) Providing briefings to agency managers on Departmental security procedures and guidance. (Note: This experience must be supported in your resume to be considered for this position.)

To qualify for this position at the GS-12 grade level, you must have one year of specialized experience equivalent to the GS-11 grade level obtained in the public sector. (Specialized experience is paid or unpaid experience which has equipped you with the specific knowledge, skills, and abilities to successfully perform the duties of the position.)

Time in Grade Requirement: Applicants who have held a General Schedule (GS) position within the last 52 weeks must have 52 weeks of Federal service at the next lower grade level (or equivalent).
