Duties

Help

You will:

  • Advise Office of Water's (OW) Assistant Administrator, Deputy Assistant Administrator, and other senior leaders on broad areas of environmental economics, as applied in OW programs.
  • Plan, organize, and direct the activities of the Water Economics Center (WEC). The WEC conducts analysis of benefits, costs, and socio-economic impacts of regulatory and non-regulatory actions for OW, including the development of economic and policy models to support this work.
  • Develop the Water Economics Center’s policies and objectives, allocate and manage resources, appraise and evaluate current programs, develop budget strategies and justifications, develop staffing and operating plans.
  • Represent the Office of Water on all matters related to economic analyses and impact to both internal and external stakeholders.
  • Exercise supervisory personnel management responsibilities.

This position is designated as High Risk and requires a background investigation.  Unless an appropriate background investigation is already on record with the Office of Personnel Management, you must undergo a background investigation.  All conditions of the pre-employment security process must be met before an official letter of employment can be issued with a report for duty date.

If you are selected, you must complete (or have already completed) a 1-year supervisory or managerial probationary period.

Upon acceptance of an initial appointment to a supervisory or managerial position with the EPA, you agree to complete all elements of the EPA Successful Leaders Program.  This development program is designed to enhance leadership skills and abilities and meet the Agency's goal of providing new leaders with the skills and tools you need to be successful.

Qualifications

In addition to the educational requirements, we are looking for at least one year of specialized experience related to this position as described below:

To qualify for the GS-15 level, you need to have at least one year of full-time experience equivalent to the GS-14 level defined as experience leading a team of professionals in economics to develop cost-benefit analyses and manage economic studies and projects that underpin regulatory and non-regulatory environmental programs; experience conducting and peer reviewing economic analyses in the environmental protection field and interpreting them or making recommendations based on them.

  • Ability to explain, defend, and justify policies, rules, and regulations.
  • Skill in demonstrating economic expertise to both internal and external stakeholders.
  • Ability to communicate a vision and inspire staff.
  • Ability to plan, direct, and coordinate the work of staff engaged in accomplishing program objectives.

Experience refers to paid and unpaid experience, including volunteer work done through National Service programs (e.g., Peace Corps, AmeriCorps) and other organizations (e.g., professional, philanthropic, religious, spiritual, community, student, social).  Volunteer work helps build critical competencies, knowledge, and skills and can provide valuable training and experience that translates directly to paid employment.  You will receive credit for all qualifying experience, including volunteer experience.

Education

You need a degree or combination of education and experience as described below to qualify for this position.

A bachelor’s or higher degree from an accredited or pre-accredited college or university in economics, that included at least 21 semester hours in economics and 3 semester hours in statistics, accounting, or calculus.

or

Combination of education and experience: courses equivalent to a major in economics, as shown above, plus appropriate experience or additional education.

This position is not in the bargaining unit.
