Organizational Location: This position is with the Department of Homeland Security, within U.S. Customs and Border Protection, Office of Professional Responsibility, Personnel Security Division in Washington, DC. Evaluates performance of those supervised directly, including subordinate supervisors and serves as the reviewing official of performance evaluations completed by subordinate supervisors.

This position starts at a salary of $144,128.00 (GS-15, Step 1) to $172,500.00 (GS-15, Step 10) with promotion potential to $172,500.00 (GS-15 Step 10).

In this position you will serve as the Assistant Director to the Director of the Personnel Security Division.

  • Exercising broad executive level management authority in directing, managing, and overseeing assigned national program areas.
  • Participating fully with the Director, PSD in conducting extensive evaluations of program goals and objectives and directing adjustments to assure each complies with rapidly changing and expanding agency mission.
  • Representing CBP and OPR at national meetings, conferences, and symposia regarding the respective program area and assuring that OPR and CBP interests are considered and addressed.
  • Serving as a liaison to the Department of Homeland Security personnel security community, as as the federal personnel security community at large.
  • Evaluating performance of those supervised directly, including subordinate supervisors and serving as the reviewing official of performance evaluations completed by subordinate supervisors.

Qualifications


Experience: You qualify for the GS 15 grade level if you possess 1 year of specialized experience equivalent to at least the next lower grade level, performing duties such as:

  • Reviewing and approving completed staff work (e.g. security/suitability documents, evaluations) in accordance with authorized adjudicative levels of review;
  • Providing input and support to related security functions (e.g. background investigations, field investigations, compliance with personnel security regulations); and
  • Reviewing new personnel security policies, procedures and guidance for potential impact on staff and current processes.

Volunteer work helps build critical competencies, knowledge, and skills and can provide valuable training and experience that translates directly to paid employment. You will receive credit for all qualifying experience, including volunteer experience.

You must:
  • Meet all qualification requirements, including education if applicable to this position, subject to verification at any stage of the application process; and
  • Meet all applicable Time in Grade requirements (current federal employees must have served 52 weeks at the next lower grade or equivalent grade band in the federal service) by 11/05/2021.

Background Investigation: U.S. Customs and Border Protection (CBP) is a federal law enforcement agency that requires all applicants to undergo a thorough background investigation prior to employment in order to promote the agency's core values of vigilance, service to country, and integrity. Residency: There is a residency requirement for all applicants not currently employed by CBP. Individuals are required to have physically resided in the United States or its protectorates (as declared under international law) for at least three of the last five years. If you do not meet the residency requirement and you have been physically located in a foreign location for more than two of the last five years, you may request an exception to determine if you are eligible for a residency waiver by meeting one or more of the following conditions:
  • Working for the U.S. Government as a federal civilian or as a member of the military
  • A dependent who was authorized to accompany a federal civilian or member of the military who was working for the U.S. government
  • Participation in a study abroad program sponsored by a U.S. affiliated college or university
  • Working as a contractor, intern, consultant or volunteer supporting the U.S. government
Probationary Period: All employees new to the federal government must serve a one year probationary period during the first year of his/her initial permanent federal appointment to determine fitness for continued employment. Current and former federal employees may be required to serve or complete a probationary period.

Supervisory Probationary Period: The Civil Service Reform Act requires first time supervisors and/or managers to serve an 18 month probationary period. You may also be required to complete an appropriate supervisory training course within 90 days of assignment to this position. Most training occurs in Harpers Ferry, West Virginia and requires overnight extended stay.

GS-15 Leadership Training: All newly appointed, GS-15s are required to complete the mandatory CBP Leadership Institute (CBP LI) course. The Office of Training and Development will schedule eligible managers to attend CBP LI within the first 90 days of appointment. All newly appointed, permanent GS-15s shall attain the knowledge, skills, and abilities necessary to successfully perform their responsibilities by completing required leadership training in accordance with CBP Directive 51410-026, Required Leadership Training for New CBP Senior Managers (dated 02/11/2014), and CBP Directive 51410-024, Required Continuous Leader Development for CBP Supervisors (dated 11/17/2013). NOTE: This training may be waived if previously completed.
