The Human Resources Assistant (Employee Benefits) will serve in a developmental assignment to provide the individual with the knowledge, skills, and abilities needed to perform the full range of duties as described in the target position description, PD#99936-A, Human Resources Assistant (Employee Benefits), GS-203-07.The incumbent will perform the duties outlined in the target grade position description but will operate under closer supervision. Assignments are given with more specific instructions and guidance until the incumbent has gained familiarity and experience with the work and can perform all duties at the full performance level as described in the position description. All other factors remain the same.

Major duties include but are not limited to:

  • Initiates all personnel action requests related to benefits, leave, and records.
  • Provides technical guidance, information, and assistance for the Reasonable Accommodation program.
  • Supports the work-life programs within HR including; Compressed Work Schedules, Telework program, Disable Veteran Leave, Child Care Subsidy and Transit Benefits.
  • Assists the Specialist with the preparation of Reasonable Accommodation offers and Equal Employment Opportunity document requests and hearing files.
  • Responds to inquiries on procedures for Leave Programs and Reasonable Accommodation requests concerning timeliness, process, and documentation required.
  • Ensures all documents are scanned and placed in the employee's e-OPF in the correct electronic folders.
  • Maintains and presents up-to-date benefits information.
  • Verifies accuracy of HR Smart action(s) to ensure action processed; follow-up with Technical Reviewer as appropriate.
  • Serves as a point of contact for medical centers and other facilities and provides information regarding the worklife programs.
  • Maintains and updates a variety of computerized databases, maintains statistical data necessary to comply with the reporting requirements of the Network/VACO, records and gathers data and prepares reports.
  • Provides administrative support by responding to questions, complaints, problems or situations, and providing explanations of HR policy in Worklife Benefits/Reasonable Accommodation.
  • Assembles Worklife Benefits/Reasonable Accommodation case files and obtains information from relevant sources necessary for the HR Specialist to determine appropriate guidance/advice to management.
  • Assists HR Specialists on special projects by gathering and organizing data, identifying issues and discrepancies, formatting material, and recommending improvements and solutions.
  • Evaluates sensitive personnel issues and counsels employees on the requirements of viable options.
  • Prepares correspondence, reports, forms, and other documents required to complete actions.
Promotion Potential: The selectee may be promoted to the full performance level without further competition when all regulatory, qualification, and performance requirements are met. Selection at a lower grade level does not guarantee promotion to the full performance level.

Work Schedule: Monday through Friday, 7:30am-4pm OR 8:00am-4:30pm
Telework: Available, 1-2 days per week.

Qualifications

To qualify for this position, applicants must meet all requirements by the closing date of this announcement, 10/20/2021.

Time-In-Grade Requirement: Applicants who are current Federal employees and have held a GS grade any time in the past 52 weeks must also meet time-in-grade requirements by the closing date of this announcement. For a GS-6 position you must have served 52 weeks at the GS-5. The grade may have been in any occupation, but must have been held in the Federal service. An SF-50 that shows your time-in-grade eligibility must be submitted with your application materials. If the most recent SF-50 has an effective date within the past year, it may not clearly demonstrate you possess one-year time-in-grade, as required by the announcement. In this instance, you must provide an additional SF-50 that clearly demonstrates one-year time-in-grade.

Note: Time-In-Grade requirements also apply to former Federal employees applying for reinstatement as well as current employees applying for Veterans Employment Opportunities Act of 1998 (VEOA) appointment.

You may qualify based on your experience as described below:

  • Specialized Experience: You must have one year of specialized experience equivalent to at least the next lower grade GS-5 in the normal line of progression for the occupation in the organization. Examples of specialized experience would typically include, but are not limited to: Answering questions regarding personnel processes, procedures, rules and regulations; Providing support to staff on employee benefits; Initiating all personnel action requests related to benefits, leave and records; Preparing HR-related correspondence, documents, and reports; Providing administrative support by providing explanations or HR Policy in Worklife Benefits and Reasonable Accommodation.

Experience refers to paid and unpaid experience, including volunteer work done through National Service programs (e.g., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religions; spiritual; community; student; social). Volunteer work helps build critical competencies, knowledge, and skills and can provide valuable training and experience that translates directly to paid employment. You will receive credit for all qualifying experience, including volunteer experience.

Note: A full year of work is considered to be 35-40 hours of work per week. Part-time experience will be credited on the basis of time actually spent in appropriate activities. Applicants wishing to receive credit for such experience must indicate clearly the nature of their duties and responsibilities in each position and the number of hours a week spent in such employment.

Physical Requirements: No special physical exertion required. The work is primarily performed while sitting, although some work may require periods of standing. The regular and recurring work of the position involves sitting at a desk, conferences, meetings, etc., and occasional visits to activity work sites. Occasional use of automobile and public conveyances may be required.

Work Environment: The work area is adequately lighted, heated and ventilated. The work environment includes everyday low risks or discomforts which require normal safety precautions typical of offices, meeting and training rooms, or commercial vehicles. Work is performed in a typical office setting.

Receiving Service Credit or Earning Annual (Vacation) Leave: Federal Employees earn annual leave at a rate (4, 6 or 8 hours per pay period) which is based on the number of years they have served as a Federal employee. VA may offer newly-appointed Federal employee's credit for their job-related non-federal experience or active duty uniformed military service. This credited service can be used in determining the rate at which they earn annual leave. Such credit must be requested and approved prior to the appointment date and is not guaranteed.
