Duties

Help
  • Manages Inspector General (IG) programs designed to independently assess and report a unit?s readiness, economy, efficiency, effectiveness, and state of discipline to execute assigned missions.
  • Develops goals and objectives that integrate IG programs to comply with AF and DoD objectives.
  • Researches, interprets, analyzes, and applies guidelines, policies, and regulations related to the Air Force Inspection System (AFIS); Complaints Resolution Program; Fraud, Waste, and Abuse (FWA) Program; and Strategic Plans and Programs.
  • Establishes, revises, or reviews policies, procedures, mission objectives, and organization design for the staff, to eliminate work problems or barriers to mission accomplishment, promote team building, and implement quality improvements.
  • Provides subordinate supervisors and staff with direction and advice regarding policies, procedures, and guidelines.
  • Reviews and structures the organization to optimize use of resources and to maximize efficiency and effectiveness of the organization.
  • Balances workload and provides overall direction and vision to the subordinate unit chiefs on a wide range of IG and administrative issues.
  • Establishes metrics and utilizes analysis systems for units to assess efficiency, effectiveness, and compliance with regulatory procedures.
  • Evaluates requirements for additional resources submitted by subordinate supervisors, and balances organization needs with overall mission requirements and resource interests.
  • Identifies need for change in organization priorities and takes action to implement such changes.
  • Plans and schedules work in such a manner that promotes a smooth flow and even distribution and ensures effective use of organization resources to achieve organization goals and objectives as well as installation customer needs.
  • Establishes review systems for the organization that ensure government needs are met and validated, and that economy and quality of operations are maintained or improved
  • Accepts, amends, or rejects work of subordinate supervisors. Reviews work and management techniques of subordinate supervisors and is held accountable for actions taken and advice provided by staff of subordinate units
  • Exercises supervisory personnel management responsibilities.
  • Directs, coordinates, and oversees work through subordinate supervisors.
  • Appraises performance of subordinate supervisor and other employees directly supervised and serves as reviewing official on evaluation of non-supervisory employees rated by subordinate supervisor.
  • Hears and resolves group grievances and employee complaints referred by subordinate supervisor and employees.
  • Initiates action to correct performance or conduct problems of employees directly supervised and reviews and/or approves serious disciplinary actions (e.g. suspensions, removals) involving non- supervisory subordinates.
  • Approves leave for subordinate supervisors and ensures adequate coverage in organization through peak workloads and traditional holiday vacation time.
  • Performs other duties as assigned.

  • This is an Excepted Service position that requires membership in a compatible military assignment in the Missouri National Guard prior to the effective date of placement.
  • Selectee will be required to wear the military uniform.
  • Acceptance of an Excepted Service position constitutes concurrence with these requirements as a condition of employment.
  • Applicants who are not currently a member of the National Guard must be eligible for immediate membership and employment in the National Guard in the military grade listed in this announcement.
  • Males born after 31 December 1959 must be registered for Selective Service.

  • Failure to complete management prescribed courses for full-time support personnel within the first year of employment or assignment, may be cause for reassignment or termination.
  • Advanced in hire rate may be granted to set pay above the minimum rate of the grade for a new employee if he/she possesses superior qualifications relevant to the positions' requirements and is essential to accomplish the agency's mission.
  • Creditable Service for Annual Leave accrual may be granted to new employees if he/she possesses superior qualifications essential to the position; and which were acquired through performance in a non-federal or active duty uniformed service position.
  • The duties performed in a non-federal or active duty uniformed service position must directly relate to the position to which appointed and such qualifications are necessary to achieve an important agency mission or performance goal to be eligible.
  • This position is advertised for the Jefferson Barracks and Whiteman AFB locations. The decision of where this position will be located will be determined at time of selection.

Qualifications

MILITARY REQUIREMENTS: Compatible military grade and assignment required prior to the effective date of placement. This is an Excepted Service position that requires membership in a compatible military assignment in the employing state's National Guard. Applicants who are not currently a member of the National Guard must be eligible for immediate membership. Selected candidate must be AFSC qualified within 12 months from date of appointment.

Maximum Military Grade - Lt Col (O-5)

Supervisor must verify that selected individual occupies a compatible military position. Title 32 National Guard employees will not be militarily senior to their full-time supervisor or wage leader (grade inversion).

GENERAL EXPERIENCE: Must possess a validated understanding of the basic principles and concepts of this position that demonstrates skill in collecting and analyzing data effectively, efficiently, and accurately; ability to clearly enunciate English without impediment of speech that would interfere or prohibit; effective two-way radio or telephone communication; write English in reports and presentation formats; communicate orally and in writing clearly and effectively; skill in interpersonal communications, empathy, and effective listening; organize thoughts, research materials, and manage case projects; and skill in comprehending and interpreting directives and laws.

GS-12 SPECIALIZED EXPERIENCE: Must possess expert knowledge of all applicable Inspector General Program principles and practices related to federal civilian, military, and National Guard, operational, administrative and technical programs. Must have experiences in planning for and executing inspector general programs and using software data systems. Experienced in the procedures to inspect and report on the state of discipline program efficiency and effectiveness, and readiness of military and civilian forces. Experiences involved work as the primary inspector general advisor with responsibilities to plan, direct, and manage inspector general programs. Experienced in conducting investigations and inspections to ensure compliance with agency policies, practices, and regulations. Experienced in providing policy, guidance, oversight, and directions for the inspection programs; complaints resolution; Fraud, Waste, and Abuse; strategic plans and programs; and the Commander's Inspection Program. Competent in the inspector general program concepts and policy regulations. Has demonstrated skills in the development of programs, procedures, and methods to
implement, evaluate, and maintain the inspector general program. Experienced in developing risk-based sampling strategies and annual inspection plan focusing on the Wing Commander's priorities. Experienced in multiple and specific inspector general computerized programs. Experienced and skilled in writing standardized operating procedures for the inspector general programs. Experienced in interpreting and developing inspection policies, procedures and applicable Memorandums of Understanding or Memorandums of Agreement with host or tenant organizations, if applicable, as well as state, city, and/or county agencies in order to adequately evaluate the National Guard's overall mission. Experienced in providing supervisory duties, directing administrative, technical, and operational directions and established broad objectives for long-range strategic plans or new programs. Experienced in developing, interpreting, and implementing the Army, Air Force, or both services' inspection policy. Experiences involved planning and organizing assigned programs, estimating unit resources, capabilities, and objectives. Experienced in coordinating with staff and line management personnel, and skilled in conducting all phases of projects. Experienced and skilled in providing definitive interpretations of regulations and study procedures; and competent experiences involved initializing new inspections, interviews, and research application, methods, and functions. Experienced in identifying potentially controversial findings, issues, or problems with widespread impacts. Experiences included writing and analyzing projects, evaluations, or reports. Competent in providing recommendations on organizational goals, guidelines, and effectiveness to achieve intended objectives. Experienced in using expert judgment, initiative, and resourcefulness to deviate from established methods to modify, adapt, and/or refine broader guidelines to resolve specific complex or intricate issues and problems. Demonstrated expertise on interpreting research trends and patterns which resulted in the development of new inspector general programs, methods and criteria. Work experiences included plans and programs that required analysis of unrelated and interrelated issues of effectiveness, efficiency, and productivity. Experienced in developing recommendations to resolve issues, problems and complaints. Experienced and competent in applying qualitative and quantitative analytical techniques that frequently required modifications to fit variables. Experienced in working programs or processes simultaneously that are varied and unrelated such as, Fraud, Waste, and Abuse investigations and exercise planning and evaluation. Competence and experiences included managing and conducting investigations and project assignments that required detailed plans, goals, and objectives for long-range implementation of specific programs. Work experiences involved identifying the primary sources of concerns, issues, problems, complaints, or concepts which were not susceptible to direct observation and analysis such as, projected missions and program functions. Experienced in developing and publishing measurements of effectiveness, improvements, and efficiencies. Experienced in making leadership decisions to include assessments of unusual circumstances or variations in the data supplied by the users or incomplete or conflicting data metrics. Experienced in managing multiple and difficult assignments that were complicated by the need to compile, reconcile, and correlate computerized data elements from classified and unclassified data sources. Experienced reviewing completed work that involved cross-checking, analyzing, and interpreting relevant information. Experienced and competent in revising data collection methods or developing new approaches to analyze and evaluate data. Experienced in conducting investigations or inspections on complex subjects or into the conduct of individuals of prominence where complex or conflicting data, testimony or facts, or cold evidence was present and the conditions required careful handling and complete discretion. Experienced in completing investigation or inspection results in written reports and briefings to senior leaders or the Adjutants General.

Education

GS-12 Specialized Experience Continued: Competent and skilled to independently perform investigations and resolve the most unusual or complicated complaints or issues in the state. Experienced in making data-driven decisions for refining work methods and developing new techniques for resolution of issues. Experienced in conducting productivity assessments or effectiveness and efficiency program operations; and, experienced in analyzing and resolving a variety of uncommon unit activity problems. Work experiences involved applying an extensive knowledge of National Guard operations to direct complex strategic planning efforts and participate in the establishment of program criteria to measure and/or predict the attainment of organizational goals and objectives. The performed work experiences involved identifying and developing ways to resolve problems or cope with issues, and providing realistic data for leadership to improve planning and operational aspects of guard missions.

Education:
Must possess an undergraduate degree from an accredited college/university which included completed academic courses in business management, English grammar and composition, speech, statistics, public administration, human resources administration, organizational development, public administration, behavioral social sciences, and psychology.
