Duties

Help

(cont) nomination program to provide assistance to Outreach and Recruiting, administer Academy Day support, and act as a reader for candidate files.

  • Administers the Air Force Academy nomination program.
  • Analyzes, maintains, and tracks nominations related data to assess the health of Congressional districts.
  • Administers the Academy Day Program.
  • Trains personnel on the nomination processes.
  • Uses knowledge of best college admissions practices, educational theories, principles, procedures, academic/social histories, educational transcripts, and other non-academic requirements to evaluate candidates to the United States Air Force Academy.

  • Will be required to travel on TDY in accordance with JTR. Will occasionally require travel away from the normal duty station and travel on military and/or commercial aircraft. Must not be afraid of flying.
  • Personnel data to which the incumbent may have access is controlled by the Privacy Act of 1974 and the Health Insurance Portability and Accountability Act (HIPAA) of 1996 and must be safeguarded appropriately.
  • Must keep abreast of developments in the educational counseling field and career field needs of the Air Force as well as occupational needs in civilian life by regularly reading a variety of professional journals and related publications.
  • Overtime may be required.
  • May be required to perform other duties in support of extended mission requirements based on the scope of the mission during times of conflict or staffing shortages.
  • May have additional duties assigned.

Qualifications

In order to qualify, you must meet the specialized experience requirements described in the Office of Personnel Management (OPM) Qualification Standards for General Schedule Positions, Clerical and Administrative Support Positions, for GS-1702, Education and Training Technician Series.

SPECIALIZED EXPERIENCE: Applicants must have at least one (1) year of specialized experience at the next lower grade GS-08, or equivalent in other pay systems. Examples of specialized experience includes a thorough and complete knowledge of nomination policies and practices to ensure quality standards are applied to each congressional office; complete knowledge of United States Code Title 10, Section 9342-Cadets: appointment, numbers, territorial distribution; Department of Defense Instruction 1322.22 Service Academies; Air Force Manual 36-2032 Military Recruiting and Accessions, and other applicable governing documents; skill and ability in developing and applying nomination guidelines to meet the needs of the Academy and the Air Force; ability to interpret and apply public law requirements pertaining to a Congressional vacancy

FEDERAL TIME-IN-GRADE (TIG) REQUIREMENT FOR GENERAL SCHEDULE (GS) POSITIONS: Merit promotion applicants must meet applicable time-in-­grade requirements to be considered eligible. One year at the GS-08 level is required to meet the time-in-grade requirements for the GS-09 level. TIG applies if you are in a current GS position or held a GS position within the previous 52 weeks. NOTE: Applicants applying as VEOA candidates who are current GS civil service employees or are prior GS civil service employees within the past 52 weeks must also meet time-in-grade requirements.

KNOWLEDGE, SKILLS AND ABILITIES (KSAs): Your qualifications will be evaluated on the basis of your level of knowledge, skills, abilities and/or competencies in the following areas:

1. Superior knowledge of, and ability to interpret and apply applicable DoD Directives, Air Force and Air Force Academy Instructions, and the legal mandates and constraints of United States Code, Title 10, Privacy Act, Freedom of Information Act, and Health Insurance Portability and Accountability Act (HIPAA).
2. Knowledge of the Academy's course of instruction to include the academic curriculum, military training programs, and physical education requirements.
3. Skill and ability to evaluate prior academic records and physical qualifications to determine a candidate's ability to succeed academically and physically at the Air Force Academy. Knowledge of high school curriculum to include college preparatory curriculum, the Advanced Placement program and the International Baccalaureate program and knowledge of college curriculum and grading practices. This includes analyzing high school transcripts, college transcripts, physical fitness tests, medical qualifications, and extracurricular activities.
4. Ability to communicate clearly, effectively and tactfully, orally and in writing to a variety of public audiences and Academy stakeholders. These include candidates and their parents, senior Academy officials, and Congressional members and their staffs.
5. Ability to analyze work methods and procedures, develop improvement measures, and implement policies and procedures. Skill in collecting, evaluating, and interpreting nomination data to establish goals and meet nomination targets. Ability to use relevant census and GIS data to assess the health of Congressional districts. Skill and talent in organizing and coordinating events with organizations inside and outside of Admissions.
6. Skill in using a range of computer software applications such as word processing, database, and spreadsheets. Specific knowledge in using specialized admissions programs and databases as well as specific programs designed for complicated data retrieval. Knowledge of Defense Travel System (DTS) and all applicable travel and training processes and procedures.

PART-TIME OR UNPAID EXPERIENCE: Credit will be given for appropriate unpaid and or part-time work. You must clearly identify the duties and responsibilities in each position held and the total number of hours per week.

VOLUNTEER WORK EXPERIENCE: Refers to paid and unpaid experience, including volunteer work done through National Service Programs (i.e., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religious; spiritual; community; student and social). Volunteer work helps build critical competencies, knowledge and skills that can provide valuable training and experience that translates directly to paid employment. You will receive credit for all qualifying experience, including volunteer experience.
