Duties

Help

As a Human Resources Specialist (LR/ER) at the GS-0201-14 some of your typical work assignments may include:

  • Providing subject matter expertise in complex Labor Relations representation matters, serving as the senior representation expert for Department of Defense (DoD) and engaging with internal and external stakeholders to provide strategic guidance for all representation matters.
  • Acting as a technical advisor to DoD Components in significant cases involving complex representation issues; i.e., reorganizations and national security exclusions with potential to be heard before the Federal Labor Relations Authority (FLRA) and with Component or DoD-wide implications.
  • Assisting DoD Components and Defense Agencies/Field Activities (DAFA) in filing an Unfair Labor Practice (ULP) charge against the union, as well as responding to union-filed ULPs by analyzing facts, data, case law and, if requested, developing a strategy for resolving the ULP or providing technical guidance for a ULP hearing.
  • Offering subject matter expertise to DoD Components and DAFAs in: interpretation and implementation of Executive Orders (E.O.s); third party litigation including negotiability proceedings before the FLRA, arbitrators, and other forums; collective bargaining and reviewing collective bargaining agreements for consistency with law, rule, and regulation; grievance/arbitration; and more.
  • Preparing policy documents, E.O.s, strategic communications, information papers, reference guides, newsletter articles, legislative proposals, case reviews, study proposals, project plans, evaluation plans, presentations, and Congressional reports on matters having Department-wide impact and interest that fall within the Labor and Employee Relations portfolio.

Qualifications

You may qualify at the GS-14, if you fulfill the following qualifications:

One year of specialized experience equivalent to the GS-13 grade level in the Federal service:

  • Providing subject matter expertise in Labor Relations representation matters.
  • Reviewing collective bargaining agreements for consistency with law, rule, and regulation.
  • Bringing cases before the Merit Systems Protection Board (MSPB), Federal Labor Relations Authority (FLRA), Federal Service Impasses Panel (FSIP), or arbitrator.
  • Managing a Labor and Employee Relations program and policies at a Headquarters or Major Command level.
