The following are the duties of this position at the full working level.

  • Analyzes developments resulting from litigation, legislative action, regulations, and departmental policy and initiates changes in areas where necessary.
  • Advises the Division Commissioner or Division Director/Director, Technical Guidance, or Director ACA on issues pertaining to uniform interpretation and application of laws involving ACA or organizations exempt from income tax, and procedural and administrative provisions with respect to such organizations.
  • Reviews proposed legislation and regulations and proposed revenue rulings for adequacy and accuracy, and advises Division Commissioner or Division Director/Director, Technical Guidance or Director ACA on potential areas of controversy or conflict and overall technical soundness of proposals, and evaluates the effect of legislation and court decisions on programs.
  • Coordinates, on behalf of the Division Commissioner or Division Director/Director, Technical Guidance, or Director ACA with the Office of the Chief Counsel, Health Care Counsel, other Operation Divisions and/or Justice Department in providing technical advice and assistance in connection with ACA, employee plans, exempt organizations, or government entity or appeals matters in litigation or preparing to go to litigation.
  • Serves as liaison between the TE/GE or Appeals Division, or ACA and relevant Congressional Committees.
  • Serves as liaison between Chief Counsel's office, Health Care Counsel, and the TE/GE or Appeals Division.

- Tour of Duty: Monday - Friday 8:00 a.m. - 4:30 p.m.
- Alternative work schedule, staggered work hours or telework may be available.
- A 1-year probationary period is required.

- Undergo an income tax verification and review of prior performance/conduct.
- Must successfully complete a background investigation, including a FBI criminal history record check (fingerprint check).
- Complete a Declaration for Federal Employment to determine your suitability for Federal employment, at the time requested by the agency.
- If you are a male applicant born after December 31, 1959, certify that you have registered with the Selective Service System or are exempt from having to do so.
- Go through a Personal Identity Verification (PIV) process that requires two forms of identification from the Form I-9. Federal law requires verification of the identity and employment eligibility of all new hires in the U.S. These documents must be unexpired original or certified copies.

Qualifications

Federal experience is not required. The experience may have been gained in the public sector, private sector or Volunteer Service. One year of experience refers to full-time work; part-timework is considered on a prorated basis. To ensure full credit for your work experience, please indicate dates of employment by month/year, and indicate number of hours worked per week, on your resume.

You must meet the following requirements by the closing date of this announcement:

SPECIALIZED EXPERIENCE FOR GS-15:You must have at least 1 year of specialized experience at a level of difficulty and responsibility equivalent to the GS-14 grade level in the Federal service. Specialized experience for this position includes: legal, tax accounting, or other experience in one or more positions that required as a primary responsibility frequent application of Federal tax laws, regulations, precedent decisions, or other guidance to tax-advantaged municipal finance transactions. Examples of qualifying specialized experience include: experience interpreting and applying Federal tax laws, regulations, precedent decisions, or other guidance to tax advantaged municipal finance transactions for governmental, municipal and/or private entities; experience reconciling arbitrage computations in determining rebate and yield restriction liabilities and arbitrage claims for compliance with Federal tax laws; experience conducting legal research and analysis, and preparing briefs or similar documents that interpret laws and regulations related to tax-advantaged municipal finance transactions; experience applying the Internal Revenue Code, regulations, procedures, published rulings, and court decisions related to tax-advantaged municipal finance transactions; experience with the law and policy governing the statutory and administrative rules sufficient to explain tax, legal and other significant issues involved with tax-advantaged municipal finance transactions; experience analyzing many different factual situations for tax-advantaged municipal finance transactions and applying relevant legal and administrative authority for sound, well-reasoned decisions in those matters; experience effectively and persuasively writing and orally communicating complex technical positions related to tax-advantaged municipal finance transactions.

To be qualifying, your experience must demonstrate the following: Experience applying the Internal Revenue Code, regulations, procedures, published rulings, and court decisions related to tax-advantaged municipal finance transactions, and the policy governing the statutory and administrative rules, sufficient to explain tax, legal and other significant issues involved; experience analyzing difficult factual situations and applying relevant legal and administrative authority for sound, well-reasoned decisions; and experience writing and orally communicating complex technical positions effectively and persuasively. In addition to the preceding required qualifying experience, experience with Federal employment tax is beneficial, but not required.
