Duties

Help
  • You will assist with creating Decision Sheets in Command Financial Management System (CFMS) to realign controls and cash.
  • You will validate financial transactions with programs and accounting division listed on the Active Document List (ADL).
  • You will work with programs on inputting unfunded requirements into Resource Allocation Management (RAM) tool.
  • You will work with program on inputting requirement into Budget Execution Plan (BEP) and review inputs.
  • You will conduct continuous analysis on financial performance of individual programs and provide financial strategies and resolutions to problems.

  • This is a Financial Management Level I certified position per the National Defense Authorization Act (NDAA) 2012, Section 1599d. You must achieve this level within prescribed timelines. Certification requirements are in DoD Instruction 1300.26.
  • Per E.O. 14043, selectee(s) must be fully vaccinated for COVID-19 by 11/22/2021 or date of employment (which ever comes later) except in limited circumstances where an exception is approved due to a disability or sincerely held religious beliefs.

Qualifications

GS-09: Your resume must also demonstrate at least one year of specialized experience at or equivalent to the GS-07 grade level or pay band in the Federal service or equivalent experience in the private or public sector. Specialized experience must demonstrate the following: 1) Reviewing budgetary and financial documentation for accuracy; 2) Performing arithmetical computations to verify accuracy documentation; 3) Providing technical advice concerning financial operations; and 4) Researching and analyzing accounting discrepancies to determine correction action. NOTE: THIS INFORMATION MUST BE SUPPORTED IN YOUR RESUME TO BE CONSIDERED FOR THE POSITION.

GS-07: Your resume must also demonstrate at least one year of specialized experience at or equivalent to the GS-05 grade level or pay band in the Federal service or equivalent experience in the private or public sector. Specialized experience must demonstrate the following: 1) Utilizing a computer system or an application to access, edit, print, send, or retrieve financial data; 2) Compiling financial information in an automated system to prepare reports; and 3) Assist with reconciliation of financial accounts. Education

GS-09: In lieu of specialized experience at the GS-07 grade level, you may also meet minimum qualifications with the below education:
Completed a master's or equivalent graduate degree
OR
Completed 2 full years of progressively higher level graduate education leading to such a degree
OR
Obtained an LL.B. or J.D. that is related to the position being filled.
OR
You must have a combination of experience as described above and education as described above which, when combined, is equivalent to 100% of the qualification requirement.


GS-07: In lieu of specialized experience at the GS-05 grade level, you may also meet minimum qualifications with the below education:
Completed one full year of graduate level education.
OR
Completed a bachelor's degree with superior academic achievement.
OR
You must have a combination of experience and graduate education as described above that equates to one year of experience. My percentage of the required education plus my percentage of the required experience equal one hundred percent

Additional information

This announcement uses the Post-Secondary Students and Recent Graduates direct hire authority to recruit and appoint qualified candidates to certain positions in the competitive service.

This position is covered by the Department of Defense Priority Placement Program.

Recent Graduates must be appointed within two years of being awarded a bachelor's or graduate degree from a qualifying educational institution as defined in 20 U.S.C. § 1001.The two year period of eligibility will be extended to four years for veterans who have completed a period of obligated uniformed service of more than 4 years, and was awarded a degree by an institution of higher education not more than 4 years before the date of appointment.

Individuals selected for these positions may be required to sign and adhere to a program participation agreement and/or an individual development plan.

Eligible DoD career or career conditional employees shall be granted statutory return rights to their former position for a period of 5 years if continuously employed in a foreign or non-foreign area provided by Executive Order 10895 and DoDI 1400.25, v 1230. Employees that do not exercise their return rights within five years are no longer eligible for return rights and will be treated as a local hire.

Pay retention may be granted when certain conditions are met.

This competitive service appointment has promotion potential to the GS-11. if selected below the full performance level, incumbent may be noncompetitively promoted to the next higher grade level after meeting all regulatory requirements, and upon the recommendation of management. Promotion is neither implied nor guaranteed.

A forty-hour work week is typical of this position. Overtime may be needed as required.

This position is eligible for part time, full time or ad-hoc telework at the discretion of management.
