Help

As an IT SPECIALIST (CHIEF DATA OFFICER), you will:

- Serve as advisor to the CIO, CTO, Deputy CIO and ACIO's, office heads and high-level managers within NARA, and senior officials throughout the Government on NARA-related IT initiatives and issues and on setting NARA's overall IT direction.

- In coordination with the CTO, define the enterprise information context at NARA, including business needs, data types, applications, and technologies, translating strategies into target architectures and roadmaps.

- Define information strategy practices, lead the creation and assume the ongoing relevance of the Agency's information strategy in association with the Agency Executives.

- In coordination with NARA offices and IT program and project managers, ensures that program and project requirements are transformed into a set of architecture and design documents to guide development that fit within an enterprise-level context.

The experience may have been gained in either the public, private sector or volunteer service. One year of experience refers to full-time work; part-time work is considered on a prorated basis. Qualifications

You must meet the following requirements by the closing date of this announcement.

As a basic requirement, applicants must demonstrate progressively responsible experience directly related to the knowledge, skills and abilities outlined under Mandatory Technical Qualifications. All experience will have been gained at or above the GS-15 grade level in the Federal service, or its equivalent, with state or local government, the private sector, or nongovernmental organizations. If you do not meet the requirements, specialized experience, and all mandatory technical qualifications then that may result in disqualification.

SPECIALIZED EXPERIENCE: You must have at least one year of specialized experience related to this position. Specialized experience includes:

- Developing and executing a strategic plan to engage stakeholders (including leadership and staff as well as external groups) regarding the prudent and responsible development and deployment of data and technology within a Federal government agency, including supporting cultural transformation and improved confidence to accept data and technology as a key enabler of efficient, effective, and secure activities; AND
- Demonstrating experience in setting priorities, developing and implementing policy, enterprise architecture, and strategic planning for the development and implementation of a successful IT strategy and planning program in a large organization.

In addition to specialized experience, individuals must have IT-related experience demonstrating each of the four competencies listed below.

1. Attention to Detail - Is thorough when performing work and conscientious about attending to detail.
2. Customer Service - Works with clients and customers (that is, any individuals who use or receive the services or products that your work unit produces, including the general public, individuals who work in the agency, other agencies, or organizations outside the Government) to assess their needs, provide information or assistance, resolve their problems, or satisfy their expectations; knows about available products and services; is committed to providing quality products and services.
3. Oral Communication - Expresses information (for example, ideas or facts) to individuals or groups effectively, taking into account the audience and nature of the information (for example, technical, sensitive, controversial); makes clear and convincing oral presentations; listens to others, attends to nonverbal cues, and responds appropriately.
4. Problem Solving - Identifies problems; determines accuracy and relevance of information; uses sound judgment to generate and evaluate alternatives, and to make recommendations.

Mandatory Qualifications Requirements: To meet minimum qualifications, applicants must possess the following technical competencies. These competencies would typically be gained through experience, education, and training that reflects progressive development and achievement in managing a Federal legal program for a nationwide organization. An individual's total experience and education must demonstrate the ability to perform the duties of the position.

TECHNICAL PROFESSIONAL QUALIFICATIONS (TPQs) All applicants must address how their knowledge and experience relates to the following TPQs. PLEASE LIMIT YOUR RESPONSE TO ONE (1) SINGLE SPACED PAGE PER TPQ WITH THE FONT SIZE NO SMALLER THAN POINT 12.

  • TPQ 1: Describe your experience in planning for a multi-million dollar technology budget that is leveraged to modernize and scale an organizations technology infrastructure/platform to address an increased scope of responsibility and challenging user needs as well as to take advantage of emerging technology trends.
  • TPQ 2: Describe your experience working through a project life cycle tracked and used by senior leadership to make informed decisions supporting organization strategic goals. Please include your experience providing technical and business leadership of a multi-million dollar IT capital budget; and experience ensuring project prioritization protocol is collaboratively developed and implemented.
  • TPQ 3: Describe your experience in providing guidance and technical leadership pertaining to enterprise architecture; planning, design, and configuration management of all agency-wide standards for hardware, software, database management systems; and emerging technologies.
