Duties

Help

Serves as the Master aboard the T/V Kings Pointer:

  • Exercises responsibility for operating the vessel and its crew safely and efficiently in order to meet the training requirements of Academy Midshipmen.
  • Monitors all daily operations as well as plans for future mission requirements.
  • Provides oversight and planning for a wide range of Academy requirements including loading, transfer, and discharge as well as towing and salvage operations.
  • Through training and supervision of deck watch standing personnel as well as the development of a bridge team management plan, ensures that the vessel is operated within the guidelines of the Rules of the Road, safe navigation, prudent seamanship, and implementation of Operation Risk Management.
  • Ensures that all equipment associated with lifesaving, firefighting and shipboard security is available and in proper working condition.
  • Ensures that environmental protection programs are implemented, and that all anti-pollution regulations and laws are adhered to, and crew training is conducted as required.
  • Plans, organizes, and oversees ship’s maintenance on an ongoing basis, identifies potential problem areas and discrepancies, and oversees corrective actions.

The duties and responsibility of this position require Competence as a life boatman, including showing training in all the operations connected with the launching of lifeboats and life rafts, and in the use of oars and acquaintance with the practical handling of boats; including the ability to command the boat’s crew.  The Master is also responsible attain and maintain a United States Coast Guard (USCG) License.

CONDITIONS OF EMPLOYMENT:

  • SELECTIVE SERVICE: Males born after 12/31/1959 must be registered for the Selective Service.
  • LICENCE REQUIREMENT: Applicants must have a current (not expired) U.S. Coast Guard License, valid for service on United States Flag Commercial Ships as a Master, 1600 Gross Tonnage, upon any ocean, and a valid credential issued under the International Convention of Standards of Training Certification and Watchstanding for Seafarers (STCW) 1978, as currently amended.
  • DRUG TESTING: This position is subject to a random drug screening program administered by MARAD/USMMA.
  • COVID VACCINATION: As required by Executive Order 14043, Federal employees are required to be fully vaccinated against COVID-19 regardless of the employee’s duty location or work arrangement (e.g., telework, remote work, etc.), subject to such exceptions as required by law. If selected, you will be required to be vaccinated against COVID-19 and submit documentation of proof of vaccination by November 22, 2021 or before appointment or onboarding with the agency, if after November 22. The agency will provide additional information regarding what information or documentation will be needed and how you can request of the agency a legally required exception from this requirement.
  • GOVERNMENT TRAVEL CARD: This position involves travel.  A government contractor-issued travel card will be issued and must be retained for official business only.
  • PROBATIONARY PERIOD: You must complete a one-year probationary period (unless already completed).
  • TIME-IN-GRADE: Federal applicants must have served 52 weeks at the next lower grade in the competitive or excepted service in the executive branch to satisfy time-in-grade restrictions contained in 5 CFR 300, Subpart F.
  • DEU REQUIREMENTS: Applicants selected under delegated examining procedures may be required to successfully complete a one-year probationary period (unless already completed)

The duties and responsibilities of this position require the employee to submit to the following examinations:

  • Pre-Placement Medical Examination
  • Pre-Placement Functional Capacity Examination (FCE).

Qualifications

To meet the minimum qualifications for this position, you must meet the specialized experience requirements.

To qualify, you must have at least one year of experience, must include:

  • Experience in applying regulatory requirements, inspection, regulations.
  • Experience in managing and training bridge navigation teams.
