WHAT IS THE TAX EXEMPT/ GOVERNMENT ENTITIESDIVISION?

The following are the duties of this position at the full working level. If you are selected at a lower grade level, you will have the opportunity to learn to perform these duties and will receive training to help you grow in this position.

  • Serves as a subject matter expert on technical matters relating to tax-advantaged bonds and municipal finance with respect to all aspects of the TEB program including voluntary compliance, enforcement, data analysis, education and outreach.
  • Prepares technical responses to inquiries submitted by members of Congress, taxpayers, authorized representatives, government agencies and other external customers.
  • Coordinates technical issues and case related matters with the Offices of Chief Counsel and Appeals when appropriate.
  • Develops audit and other procedural guidelines and provides other forms of written and oral technical assistance to examiners.
  • Evaluates and resolves voluntary compliance cases.
  • When assigned to the TEB Voluntary Closing Agreement Program, the incumbent confers with customers and representatives to explain financial, legal and other significant issues involved and the applicability of pertinent tax laws, regulations, and related filing requirements and explains corrective actions required or adjustments to promote future compliance.

Telework eligibility does not guarantee telework; employees must meet and sustain IRS telework eligibility requirements and supervisor's approval to participate in the IRS Telework Program. Qualifications

You must meet the following requirements by the closing date of this announcement:

SPECIALIZED EXPERIENCE GS-14:You must have 1 year of specialized experience at a level of difficulty and responsibility equivalent to the GS-13 grade level in the Federal service. Specialized experience for this position includes legal, tax accounting, or other experience in one or more positions that required as a primary responsibility frequent application of Federal tax laws, regulations, precedent decisions, or other guidance to tax-advantaged municipal finance transactions. Examples of qualifying specialized experience includes preparing, reviewing, or applying rulings, advisory letters, memoranda, etc. related to tax-advantaged municipal finance transactions; analyzing and adjudicating tax claims, appeals, settlement offers, or similar work related to tax-advantaged municipal finance transactions; experience working as a municipal finance attorney that required legal research, analysis, and preparation of legal opinions, advice memoranda, briefs, or similar documents interpreting laws and regulations applicable to tax-advantaged municipal finance transactions, and/or experience working as an accountant, auditor, or investigator that required application of accounting principles or Internal Revenue Code provisions in direct connection with tax-advantaged municipal finance transactions.

Your experience must demonstrate the following experience applying the Internal Revenue Code, regulations, procedures, published rulings, and court decisions related to tax-advantaged municipal finance transactions; experience with the law and policy governing the statutory and administrative rules sufficient to explain tax, legal and other significant issues involved with tax-advantaged municipal finance transactions; experience analyzing many different factual situations for tax-advantaged municipal finance transactions and applying relevant legal and administrative authority for sound, well-reasoned decisions in those matters; experience effectively and persuasively writing and orally communicating complex technical positions related to tax-advantaged municipal finance transactions; experience working on the issuance of tax-advantaged municipal finance transactions and dealing directly with experienced tax practitioners who specialize in tax-advantaged municipal finance transactions; experience leading discussions, meetings, or conferences regarding tax-advantaged municipal finance transactions or issues; developing, reviewing, and delivering educational and outreach efforts on topics primarily related to tax-advantaged municipal finance transactions, or experience explaining laws and procedures for tax-advantaged municipal finance transactions to government officials, including members of Congress, the media, and the public.

- Federal experience is not required. The experience may have been gained in the public sector, private sector or Volunteer Service. One year of experience refers to full-time work; part-timework is considered on a prorated basis.
