Help

Some duties may include:

  • This includes project assignments based on needs identified via internal/external reviews/ investigative reports or observations, verbal/written responses to internal and external inquiries, maintenance of service and medical center level workload statistics, medical center memorandums and the service's Process and Systems Improvement Program.
  • Coordinates with various contractors, service chiefs, and leadership to ensure that the needs of the section are met within any applicable project.
  • Serves as the point of contact, and sometime the subject matter expert, for the service for all items related to the project.
  • Insures that process improvement projects are coordinated appropriately
  • Responsible for compiling responses and potential resources to prepare final response correspondence to various offices
  • Responsible for documenting, tracking, and presenting trend analysis data
  • Serves as a direct line patient advocate, resolving patient complaints and issues, and coordination of care with multiple hospital services or community partners to resolve issues that may arise.
  • Insures the hiring of new staff is completed within a timely manner.
  • Provides guidelines on such issues as leave administration, disciplinary actions, recruitment and placement, position management, position classification, and continuing educational activities.
  • Reviews and approves organizational changes, position descriptions, and individual performance standards.
  • Insures that policies and procedures are in line with national policy and law.
  • Responsible for the creation and vetting of policies and procedures.
  • Directs the implementation of revised policies and procedures, ensuring compliance with the directives.

Qualifications

To qualify for this position, applicants must meet all requirements by the closing date of this announcement, 10/18/2021.

Time-In-Grade Requirement: Applicants who are current Federal employees and have held a GS grade any time in the past 52 weeks must also meet time-in-grade requirements by the closing date of this announcement. For a GS-09 position you must have served 52 weeks at the GS-07. The grade may have been in any occupation, but must have been held in the Federal service. An SF-50 that shows your time-in-grade eligibility must be submitted with your application materials. If the most recent SF-50 has an effective date within the past year, it may not clearly demonstrate you possess one-year time-in-grade, as required by the announcement. In this instance, you must provide an additional SF-50 that clearly demonstrates one-year time-in-grade.

Note: Time-In-Grade requirements also apply to former Federal employees applying for reinstatement as well as current employees applying for Veterans Employment Opportunities Act of 1998 (VEOA) appointment.

You may qualify based on your experience and/or education as described below:

  • Specialized Experience: You must have one year of specialized experience equivalent to at least the next lower grade GS-07 in the normal line of progression for the occupation in the organization. Examples of specialized experience would typically include, but are not limited to: Formulates operating budget. Approves individual expenditures for all nonrecurring cost items. Discusses equipment requests with the administrative support staff, obtains pertinent information and price quotations for the requested equipment. Responsible for the creation and vetting of policies and procedures. Reviews and approves organizational changes, position descriptions, and individual performance standards. Insures the hiring of new staff is completed within a timely manner. Serves as a direct line patient advocate, resolving patient complaints and issues, and coordination of care with multiple hospital services or community partners to resolve issues that may arise. Responsible for compiling responses and potential resources to prepare final response correspondence to various offices. OR,
  • Education: Applicants may substitute education for the required experience. To qualify based on education for this grade level you must have a master's degree or equivalent graduate degree or, two (2) full years of progressively higher level graduate education leading to such a degree or, LL.B. or J.D, if related.
  • Combination: Applicants may also combine education and experience to qualify at this level. You must have an combination of specialized experience and education.

Experience refers to paid and unpaid experience, including volunteer work done through National Service programs (e.g., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religions; spiritual; community; student; social). Volunteer work helps build critical competencies, knowledge, and skills and can provide valuable training and experience that translates directly to paid employment. You will receive credit for all qualifying experience, including volunteer experience.

Note: A full year of work is considered to be 35-40 hours of work per week. Part-time experience will be credited on the basis of time actually spent in appropriate activities. Applicants wishing to receive credit for such experience must indicate clearly the nature of their duties and responsibilities in each position and the number of hours a week spent in such employment.

Physical Requirements: The work is primarily sedentary, although some slight physical effort may be required.

Work Environment: Work is typically performed in an adequately lighted and climate-controlled office. May require occasional travel.

Receiving Service Credit or Earning Annual (Vacation) Leave: Federal Employees earn annual leave at a rate (4, 6 or 8 hours per pay period) which is based on the number of years they have served as a Federal employee. VA may offer newly-appointed Federal employee's credit for their job-related non-federal experience or active duty uniformed military service. This credited service can be used in determining the rate at which they earn annual leave. Such credit must be requested and approved prior to the appointment date and is not guaranteed.
