This Federal Highway Administration (FHWA) Pathways Recent Graduate Program position is assigned to the Central Federal Lands Highway Division (CFLHD) Career Development Program (CDP), and the Recent Graduate participates in a 24-month training and developmental program. The objective of the CDP is to develop the competencies necessary for a Generalist Highway Engineer to primarily perform in CFLHD. While in the program the Recent Graduate will have several developmental assignment options which should include many of the following: design, construction, environment, safety, pavements, materials, ITS, bridge, traffic operations, hydraulics, utilities and Right-of-Way, planning, surveys, geotechnical, value engineering, etc. The Recent Graduate will receive an orientation to the essential functions and the structure of the Washington Headquarters, Federal Lands Highway (FLH), and Division Office, and is introduced and instructed in the functional areas of the division.
You will spend at least one-half of the 24-month program actively engaged in valuable training under the guidance and direction of seasoned professionals, both in design and construction. To build upon this experience, other developmental assignments will be provided to give individuals the opportunity to broaden their generalist experience. Assignments will be selected to provide the participant with needed technical skills, and enhance project development and program delivery knowledge and understanding.
The ideal candidate for this position is an entry to beginning level technical engineer who has a desire to learn about the various aspects of technical highway engineering, including but not limited to, highway design, construction, bridge, geotechnical, survey and mapping, hydraulics and materials testing. Candidates should have between 0 to 5 years of experience, be mobile and willing to travel to remote locations for extended periods of time and be able to work independently and in a team environment. Travel will be to various National Parks, National Forests and Wildlife Refuges within the 14-state region that CFLHD services. Travel demands will range anywhere from 10% to 75% of an employee’s time per year, depending on assignments provided.

CONDITIONS OF EMPLOYMENT:

Qualifications
THIS POSITION HAS A MANDATORY EDUCATION REQUIREMENT. Applicants must meet all qualification requirements by the closing date of this announcement.
To meet the minimum qualifications for this position, you must meet the education requirement AND experience qualifications for the grade at which you are requesting consideration.
TO QUALIFY FOR THE GS-05:
Applicants who meet the basic requirements described in the individual occupational requirements are fully qualified for the specified entry grade (generally grade GS-5).
TO QUALIFY FOR THE GS-07 on Experience, you must have at least one full year of experience equal or equivalent to the GS-05, which includes:
Experience assisting higher-graded engineers in performing engineering work relevant to planning, design, or construction of any civil engineering features or projects (buildings, roads, bridges, site preparation, or other related work).
On Education, you must have :
One year graduate-level education OR Superior academic achievement.
You can also qualify on a combination of higher level graduate education and matching experience. This experience and education must be fully documented in your resume. If using education to qualify, you must provide supporting graduate level transcripts.
**Superior Academic Achievement is based on (1) class standing, (2) grade-point average, or (3) honor society membership.
Class standing -- Applicants must be in the upper third of the graduating class in the college, university, or major subdivision, such as the College of Liberal Arts or the School of Business Administration, based on completed courses.
Grade-point average (G.P.A.) -- Applicants must have a grade-point average of: 3.0 or higher out of a possible 4.0 ("B" or better) as recorded on their official transcript, or as computed based on 4 years of education, or as computed based on courses completed during the final 2 years of the curriculum; or3.5 or higher out of a possible 4.0 ("B+" or better) based on the average of the required courses completed in the major field or the required courses in the major field completed during the final 2 years of the curriculum.
TO QUALIFY FOR THE GS-09 onExperience, you must have at least one full year of experience equal or equivalent to the GS-07, which includes:

EDUCATION INFORMATION:
College or university education -- Educational course work may be at either the undergraduate or graduate level. Successful completion of graduate level courses will be accepted as evidence that an applicant also possesses the knowledge taught in courses at lower levels in the same field.
MANDATORY EDUCATION REQUIREMENTS:
(1) All applicants must meet the education requirements under A or B to qualify for applying to an engineering position.
A. Successful completion of a degree in engineering that: (1) has at least one program accredited by the Accreditation Board for Engineering and Technology (ABET); or (2) that included differential and integral calculus and courses (more advanced that first-year physics and chemistry) in five of the following seven areas of engineering science or physics: (a) statics, dynamics; (b) strength of materials; (c) fluid mechanics, hydraulics; (d) thermodynamics; (e) electrical fields and circuits; (f) nature and properties of materials; and (g) any other comparable area of fundamental engineering science or physics, such as optics, heat transfer, soil mechanics, or electronics; OR
B. Combination of education or training: college level education, training and/or technical experience that has furnished (1) a thorough knowledge of the physical and mathematical sciences underlying engineering, and (2) a good understanding, both theoretical and practical, of the engineering sciences and techniques and their applications to one of the branches of engineering.
The adequacy of such background must be demonstrated by one of the following: 1. Professional registration or licensure - current registration as an Engineer Intern (EI), engineer in Training (EIT), or licensure as a Professional Engineer (PE). 2. Written Test - Evidence of having successfully passed the Fundamentals of Engineering (FE) examination, or any other written test required for professional registration by an engineering licensure board in the various States, the District of Columbia, Guam, and Puerto Rico. 3. Specified academic courses - Successful completion of at least 60 semester hours of courses in the physical, mathematical, and engineering sciences which included the courses as specified in Paragraph A above. 4. Related curriculum - Successful completion of a curriculum leading to a bachelor's degree in an appropriate scientific field, e.g., engineering technology, physics, chemistry, architecture, computer science, mathematics, hydrology, or geology, may be accepted in lieu of a bachelor's degree in engineering, provided the applicant had at least 1 year of professional engineering experience acquired under professional engineering supervision and guidance. There should be either an established plan of intensive training to develop professional engineering competence, or several years of prior professional engineering type experience. This must be clearly described in your resume.
