Qualifications

The mission of the Naval Center for Space Technology (NCST) is to preserve and enhance a strong space S&T technology base that support Naval and national space missions. The main focus of the Center is to develop new and advanced space and near-space systems and technologies and provide expert assistance the Naval S&T Space mission and national space community.

NCST activities extend from basic and applied research through advanced development in all areas of interest to Navy and national space programs. These include developing spacecraft of all sizes, systems using these spacecraft, ground command and control stations, and providing end to end space qualification testing. A few of these technologies include: space robotics, hypersonics, large space structures, thermal management architectures and systems, high-bandwidth communications, advanced mechanical and electrical materials and manufacturing, as well as unique flight software to support all of these areas. Principal functions of the Center include understanding and clarifying mission requirements; mission management, identifying and prosecuting promising research and development; analyzing and testing systems to quantify their capabilities; developing operational and orbital dynamics concepts that exploit new technical capabilities; system engineering to allocate design requirements to subsystems; and engineering development and initial operation to test and evaluate selected spacecraft subsystems and systems. The Center is a focal point and integrator for those Divisions at NRL whose technologies are used in space and near-space systems. In this role, technology transfer is a major goal and motivates a continuous search for new technologies and capabilities, and the development of prototypes that demonstrate the integration of such technologies in support of Naval S&T and national Space community missions.

The Deputy Director assists the Director in the strategic planning and operations of scientific programs of the Center in support of Navy and national space community missions. The Deputy Director works closely with the Director in planning and directing the administration of the Center. The Deputy Director provides strategic and technical guidance to Center programs by reviewing the progress of the Divisions and participating in decisions concerning the technical adequacy of the programs. He/she reviews the technical output of the Division programs to assure consonance with Center and NRL objectives and policies and to ensure satisfaction of sponsor requirements, and organizes and conducts program reviews when appropriate for internal and external sponsors and Laboratory management. The Deputy Director exercises a position of leadership in defining goals and selecting methods for their attainment during periods of program and task formulation, development, and implementation. Participates regularly as a technical and programmatic advisor at policy meetings involving the work and future of the Center. Develops concise, impactful briefing materials which are presented at external conferences, meetings, and panels. These representations require professional judgment and technical expertise as well as diplomatic decorum. As a Deputy, the incumbent acts with the authority of the Director in assigned areas, and exercises limited powers of an absent Director. Stays informed on all phases of the application of space and near-space systems to fulfill Navy and National Space community requirements by participating in conferences, forums, and meetings.

In addition to the Basic Education Requirement, your resume must demonstrate at least one year of specialized experience at or equivalent to the GS-11/13 grade level or NP-03 pay band in the Federal service or equivalent experience in the private or public sector performing most or all of the following duties: (1) Directing and planning the technical and administrative functions of the center; (2) Providing strategic and technical guidance to Center programs by reviewing the progress of the Divisions and participating in decisions concerning the technical adequacy of the programs; (3) Reviewing the technical output of the Division programs to assure consonance with objectives and policies and to ensure satisfaction of sponsor requirements; (4) Organizing and conducting program reviews when appropriate for internal and external sponsors and Laboratory management; (5) Defining goals and selecting methods for their attainment during periods of program and task formulation, development, and implementation; and (6) Developing concise, impactful briefing materials which are presented at external conferences, meetings, and panels.

A. Degree: Engineering. To be acceptable, the program must: (1) lead to a bachelor's degree in a school of engineering with at least one program accredited by ABET; or (2) include differential and integral calculus and courses (more advanced than first-year physics and chemistry) in five of the following seven areas of engineering science or physics: (a) statics, dynamics; (b) strength of materials (stress-strain relationships); (c) fluid mechanics, hydraulics; (d) thermodynamics; (e) electrical fields and circuits; (f) nature and properties of materials (relating particle and aggregate structure to properties); and (g) any other comparable area of fundamental engineering science or physics, such as optics, heat transfer, soil mechanics, or electronics.

B. Combination of education and experience -- college-level education, training, and/or technical experience that furnished (1) a thorough knowledge of the physical and mathematical sciences underlying engineering, and (2) a good understanding, both theoretical and practical, of the engineering sciences and techniques and their applications to one of the branches of engineering. The adequacy of such background must be demonstrated by one of the following:
1. Professional registration or licensure -- Current registration as an Engineer Intern (EI), Engineer in Training (EIT)1 , or licensure as a Professional Engineer (PE) by any State, the District of Columbia, Guam, or Puerto Rico. Absent other means of qualifying under this standard, those applicants who achieved such registration by means other than written test (e.g., State grandfather or eminence provisions) are eligible only for positions that are within or closely related to the specialty field of their registration. For example, an applicant who attains registration through a State Board's eminence provision as a manufacturing engineer typically would be rated eligible only for manufacturing engineering positions. 2. Written Test -- Evidence of having successfully passed the Fundamentals of Engineering (FE)2 examination or any other written test required for professional registration by an engineering licensure board in the various States, the District of Columbia, Guam, and Puerto Rico.
3. Specified academic courses -- Successful completion of at least 60 semester hours of courses in the physical, mathematical, and engineering sciences and that included the courses specified in the basic requirements under paragraph A. The courses must be fully acceptable toward meeting the requirements of an engineering program as described in paragraph A.
4. Related curriculum -- Successful completion of a curriculum leading to a bachelor's degree in an appropriate scientific field, e.g., engineering technology, physics, chemistry, architecture, computer science, mathematics, hydrology, or geology, may be accepted in lieu of a bachelor's degree in engineering, provided the applicant has had at least 1 year of professional engineering experience acquired under professional engineering supervision and guidance. Ordinarily there should be either an established plan of intensive training to develop professional engineering competence, or several years of prior professional engineering-type experience, e.g., in interdisciplinary positions.
