Recent Graduates who have completed a qualifying degree or certificate from a qualifying educational institution or technical education program within the preceding two years of application submittal (the two years begins on the date all course requirements are met). - Provide technical, scientific and regulatory analysis regarding proposed aquatic disposal activities under the Marine Protection Research and Sanctuaries Act and the Clean Water Act;
- Assist with design and development of survey plans and conduct monitoring surveys of EPA-designated Ocean Disposal Sites;
- Communicate environmental data and policy in oral and written reports;
- Participate in the preparation, issuance and oversight of contracts, grants and interagency work assignments;
- Provide technical and policy support for other programs concerning ocean and sediment management, monitoring and assessment, and protection and restoration of aquatic resources.

This position is designated as Moderate Risk and requires a background investigation. Unless an appropriate background investigation is already on record with the Office of Personnel Management, you must undergo a background investigation. You will be required to obtain (before coming on board) and maintain a valid driver’s license and must be able to operate a Government-owned or leased motor vehicle.
For up to 3-4 weeks a year, work will be performed on ships at sea conducting survey work, which can require working both indoors and outdoors work (on an open work deck) on a moving vessel at times in rough sea conditions and sharing stateroom facilities with other scientists or crew. Survey work typically entails up to 12-hour shifts and 24/7 operations before returning to shore after completing the survey.
Qualifications
In addition to the educational requirements, we are looking for at least one year of specialized experience related to this position as described below:
To qualify for the GS-07 level, you need to have at least one year of full-time experience equivalent to the GS-05 level defined as assisting in technical, scientific and regulatory analysis regarding environmental laws, regulations, policies, and practices; applying scientific/engineering principles or policies to environmental protection issues or problems.
- OR 1 full year of graduate level education or superior academic achievement (Superior Academic Achievement Definition) degree in an academic discipline related to this position - OR an equivalent combination of education and experience.
Your answers to the online assessment will be used to evaluate your competencies in the following areas: 1) Ability to read, understand and apply environmental laws, regulations, policies; 2) Ability to assist in the development and/or implementation of internal policies, guidance or strategies for ocean and coastal programs; 3) Ability to assist with planning and conducting ocean monitoring surveys; 4) Skill in collecting and analyzing scientific data; 5) Skill in written communication; 6) Skill in oral communication; 7) Ability to assist in matters pertaining to grants and cooperative agreements; 8) Ability to assist in preparing or coordinating rulemaking packages for ocean disposal or other sediment placement sites.
Experience refers to paid and unpaid experience, including volunteer work done through National Service programs (e.g., Peace Corps, AmeriCorps) and other organizations (e.g., professional, philanthropic, religious, spiritual, community, student, social). Volunteer work helps build critical competencies, knowledge, and skills and can provide valuable training and experience that translates directly to paid employment. You need a degree or combination of education and experience as described below to qualify for this position.
Life Scientist: You must have a bachelor's or higher degree from an accredited or pre-accredited college or university in one of the following: biological sciences, agriculture, natural resource management, chemistry, or related disciplines appropriate to the position; OR a combination of education and experience with courses equivalent to a major, as listed.
Environmental Engineer: All applicants must meet one of the following requirements to qualify for consideration for an engineering position:
Successful completion of a professional engineering degree at an accredited university or college
OR
Have a combination of college level education or training AND technical experience that has furnished you with (1) a thorough knowledge of the physical and mathematical sciences underlying professional engineering, and (2) a good understanding, both theoretical and practical, of the engineering sciences and techniques and their applications to one of the branches of engineering. The adequacy of such background must be demonstrated by one of the following:
Professional registration as an engineer.
Evidence of passing the Engineer-in-Training written test.
Successful documented completion of at least 60 semester hours of courses in the physical, mathematical, and engineering sciences as described by OPM.
Successful completion of a curriculum leading to a bachelor's or higher degree from an accredited or pre-accredited college or university in engineering technology or in an appropriate professional field and at least 1 year of professional engineering experience acquired under professional engineering supervision and guidance.
Physical Scientist: You must have a bachelor's or higher degree from an accredited or pre-accredited college or university in one of the following: physical science, engineering, or mathematics that included 24 semester hours in physical science and/or related engineering science such as mechanics, dynamics, properties of materials, and electronics; OR a combination of education and experience with education equivalent to one of the majors listed that included at least 24 semester hours in physical science and/or related engineering science, plus appropriate experience or additional education.
This position is in the Pathways Recent Graduates Program, which provides individuals who have completed a qualifying associate’s, bachelor’s, master’s, professional, doctorate, vocational, or technical degree or certificate with an entry-level developmental experience with the potential to lead to a career in the Federal government.
