The Records and Information Management Specialist/Agency Records Officer (ARO) is responsible for implementing, managing, evaluating, and maintaining the CSOSA records management program for both core mission and administrative records, serving as the designated Agency Records Officer and primarily focused on overseeing the records management and administrative activities for the Records Information Management Unit in the Office of Information Technology.
Manages and administers a records and information management (RIM) program. Plans, implements, and evaluates program activities involving the complete life cycle of paper and electronic records and information, including creation, collection, maintenance, release, and disposition of records.
Serves as the Court Services and Offender Supervision Agency's representative to the Office of Management and Budget (OMB), Congress, NARA, and the press in matters relating to records management.
Serves as the certified Contracting Officer's Representative, overseeing primary service and supply contracts for records management systems and program support.
Ensures, in consultation with senior program managers, the General Counsel, the Chief Financial Officer, and the Chief Information Officer, the development, establishment, maintenance, and monitoring of effective systems of administrative control for safeguarding all records and deployment of state-of-the-art information technology techniques and modern business management practices.

Qualifications
You may qualify at the GS-14 level if you fulfill the following qualification requirement:
One (1) year of specialized experience equivalent to the GS-13 level in the Federal service that demonstrates your specific knowledge, skills, and abilities to perform the position's duties successfully.
Specialized experience would include: (1) executing the receipt and disposition of records; (2) developing and implementing policies and procedures for records management lifecycle programs; (3) assessing a program's effectiveness for improving records management processes; (4) providing program briefings and advice to leadership officials on Record Information Management implementations; (5) performing analysis and research to provide technical advice and guidance to senior officials; (6) modernizing functions by transitioning paper records to electronic records and (7) executing Contracting Officer Representative functions.
Experience refers to paid and unpaid experience, including volunteer work done through National Service programs (e.g., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religious; spiritual; community, student, social). Volunteer work helps build critical competencies, knowledge, and skills and can provide valuable training and experience that translates directly to paid employment. You will receive credit for all qualifying experience, including volunteer experience.

Newly appointed Agency Records Officers that have not previously completed the Certificate of Federal Records Management Training or the AROC must email RMT1@nara.gov within 60 days of appointment to initiate the AROC training.
