Duties

Help

The following are the duties of this position at the CN-52, broadly equivalent to the GS-12. If you are selected at a lower grade level, you will have the opportunity to learn to perform all these duties, and will receive training to help you grow in this position.

  • Serve as a senior paralegal in the Office of Enforcement. Provide guidance and mentoring to more junior paralegals and support staff.
  • Research legislation, regulations, and precedents for the most complex cases or issues surrounding Federal consumer financial law and consumer protection litigation.
  • Examine case files and determines issues and sufficiency of evidence or documentation; search for legal precedents and analyze their applicability to include the preparation of digest of points on law involved.
  • Conduct interviews and assist staff attorneys in interviewing potential witnesses.
  • Gather, organize, and assemble legal documents and case files requiring attachments, enclosures, and authorities in highly sensitive cases.

The experience may have been gained in either the public, private sector or volunteer service. One year of experience refers to full-time work; part-time work is considered on a prorated basis. As required by Executive Order 14043, Federal employees are required to be fully vaccinated against COVID-19 regardless of the employee's duty location or work arrangement (e.g., telework, remote work, etc.), subject to such exceptions as required by law. If selected, you will be required to be vaccinated against COVID-19 and submit documentation of proof of vaccination by November 22, 2021 or before appointment or onboarding with the agency, if after November 22. Due to COVID-19, the Bureau is currently in a maximum telework posture through at least January 15, 2022. If selected, you may be expected to temporarily telework, even if your home is located outside the local commuting area. Once employees are permitted to return to the office and maximum telework is revoked, you will be expected to report to the duty station listed on this announcement. At that time, you may be eligible to request to continue to telework on a routine or situational basis in accordance with the Bureau's telework policy.

Qualifications

You must meet the following requirements within 30 days of the announcement's closing date.

Specialized Experience: To qualify at the CN-52 level, you must have the following: One year of specialized experience at or equivalent to the CN-51 level in the Federal service (the CN-51 level is broadly equivalent to the GS-11 level). For this position, specialized experience includes:

  • Experience researching legislation and case law; AND
  • Reviewing and summarizing case files and legal documents; AND
  • Conducting and summarizing interviews or meetings either orally or in writing for senior management.
Specialized Experience: To qualify at the CN-51 level, you must have the following: One year of specialized experience at or equivalent to the CN-40 level in the Federal service (the CN-40 level is broadly equivalent to the GS-09 level). For this position, specialized experience includes:
  • Experience working with cases in active litigation such as preparing briefs and other litigation papers for review or approval by attorneys; AND
  • Analyzing evidence relevant to litigation; AND
  • Analyzing legal issues involved in productions, corresponding with opposing counsel or expert witnesses, preparing for depositions, researching legislation and case law; AND
  • Developing recommendations, and summarizing legal documents either orally or in writing for senior management.
OR
  • Education: Ph.D. or equivalent doctoral degree or 3 full years of progressively higher level graduate education leading to such a degree or LL.M., if related.
OR
  • To combine education and experience for the CN-51, the total percentage of experience at the required grade level compared to the requirement, as well as the percentage of completed education compared to the requirement must equal at least 100 percent. Only graduate level education in excess of 36 semester hours (54 quarter hours), may be used to combine education and experience.
Specialized Experience: To qualify at the CN-40 level, you must have the following: One year of specialized experience at or equivalent to the CN-30 level in the Federal service (the CN-30 level is broadly equivalent to the GS-07 level). For this position, specialized experience includes:
  • Experience assisting in investigations and litigation; AND
  • Conducting legal research; AND
  • Producing written and oral reports based on interviews, research and data analysis.
OR
  • Education: Master's or equivalent graduate degree or 2 full years of progressively higher level graduate education leading to such a degree or LL.B. or J.D., if related.
OR
  • To combine education and experience for the CN-40, the total percentage of experience at the required grade level compared to the requirement, as well as the percentage of completed education compared to the requirement must equal at least 100 percent. Only graduate level education in excess of the first 18 semester hours (27 quarter hours) may be combined to be considered for qualifying education.

Salary may be set from the minimum of the salary range to the midpoint of the salary range.
