Summary

Duties

Help
  • Develops, manages and implements the USDA Diversity Strategy and works closely with the senior leaders to carry out key initiatives.
  • Identifies and advocates diversity and inclusion training and awareness opportunities, as well as, organizational training needs in diversity management and inclusiveness.
  • Collaborating with internal and external resources to develop and facilitate affinity (employee resource) groups as a forum for individuals to network, share knowledge, challenges and ideas.
  • Monitors staffing patterns, recruitment actions, program areas and draws attention to problem areas with recommendations for cooperative action as necessary.
  • Participates in the development of the annual plan to train senior leaders, managers, supervisor on enhancing diversity and the development of skills for leading a diverse workforce.
  • Coordinates preparation of training videos, schedule train sessions, and ensure facility set-up.
  • Ensures the USDA?s vision, mission and core values are reflective of the aspects associated with leading edge diversity principles.
  • Uses various types of information gathering resources such as employee surveys, NIFA reports, NFC workforce profiles, etc. in order to analyze data using quantitative and qualitative methods.

Qualifications

Applicants must meet all qualifications and eligibility requirements by the closing date of the announcement including time-in-grade restrictions, specialized experience and/or education, as defined below.

Time in grade: Applicants must have one year of specialized experience at the next lower grade to be considered for the next higher grade (e.g. one year at the GS-13 grade level for consideration for the GS-14 grade level.).

Specialized Experience: Specialized experience is experience directly related to the position to be filled. Specialized experience must be described for each grade level advertised. The specialized experience requirements for this position are: Qualifying experience for GS-14 includes one year of specialized experience comparable to GS-13 which is directly related to the work of this position and which has equipped the applicant with the knowledge, skills, and abilities to perform successfully the duties of the position. For this position, experience monitoring Diversity, Equity, and Inclusion strategies, staffing patterns, recruitment plans, and federal program areas to draw attention to problem areas; collaborating with internal and external resources to develop outreach initiatives; and facilitating employee resource groups, employment compliance trainings or seminars.

Experience refers to paid and unpaid experience, including volunteer work done through National Service programs (e.g., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religious; spiritual; community, student, social). Volunteer work helps build critical competencies and can provide valuable training and experience that translates directly to paid employment. You will receive credit for all qualifying experience, including volunteer experience.

  • Farm Service Agency (FSA) County Employees: Permanent County employees without prior Federal tenure who are selected for a Civil Service position under Public Law 105-277 will be given a career-conditional appointment and must serve a 1-year probationary period.
  • Recruitment or Relocation Incentive may be authorized. Final determination to pay an incentive will be made by the hiring official at time of job offer.
  • This position reports to the Equal Opportunity Staff office in Kansas City, MO. The primary duty location for this position is 100% remote and will be confirmed at time of selection. The selectee for this position is not required to report to a government office. However, the option to work in NIFA's Kansas City office is available.
  • The salary range above is for the Kansas City/Overland Park locality pay area. Pay may differ depending on the final duty location of the selected candidate.
  • If you are selected and are willing to relocate to Kansas City, you may qualify for reimbursement of relocation expenses in accordance with agency policy.
  • This position may be eligible to telework up to four days per week, based upon the duties of the position. This position may also be eligible for flexible work arrangements as determined by agency policy and any applicable collective bargaining agreements.
