The incumbent is an Information Technology Specialist in the D-CATS Program Management Office, responsible for the development and support of mission essential software and applications.
Manages phases of life cycle development of agency mission critical operations and administrative systems, including planning, gathering requirements, designing, programming, testing, deploying, supporting and preparing technical documentation
Analyzes current and future agency strategic plans, operating plans, policies, procedures and user requirements; gathering information, building work flows, and translating into functional specifications
Leads projects and provides expert advice to management on software development
Performs programming functions, configures software, and develops new screens and functionality. Works as part of an engineering team to perform testing and installation of new software and prepares required technical documentation
Troubleshoots software design and implementation problems. Develops processes for and maintains extensive documentation for software used in agency systems
Independently performs highly complex studies associated with software development and
application. Participates in IT planning and evaluation efforts, providing expert advice in area
of responsibility
Researches and tests prototypes of proposed systems and software; documents concepts and
results and prepares technical analyses and recommendations.

Qualifications
Basic Requirement: Applicants must have IT-related experience demonstrating the following competencies appropriate to, or above, the level of this position. For vacancies below the full-performance level of the position, the basic requirement will be evaluated on a developmental basis. Specialized Experience: Applicants must have one year of specialized experience equivalent to the GS-12. This experience includes duties in design, development, implementation, support and optimization of Windows-based systems - to include tools and technologies, such as .NET framework, Microsoft Dynamics CRM, SQL SSRS, XML, Crystal Reports, Visual Studio, Active Server Pages (ASP), Hyper Text Markup Language (HTML), JavaScript, Visual Basic (VB) Script, InfoPath, SharePoint Designer, Azure DevOps Server, Windows Communication Foundation (WCF), and C# computer languages; complying with software development best practices; ensuring that custom applications and modules are maintained and secure; and preparing system documentation and guides.
Volunteer Experience: Experience refers to paid and unpaid experience, including volunteer work done through National Service programs (e.g., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religious; spiritual, community, student, social).
