Summary

As a member of The Experience Design team in the Enterprise Measurement & Design Directorate within the Veterans Experience Office, you will be working on a range of projects as part of the Design portfolio. We will rely on your aptitude for design leadership, design strategy, design research and synthesis, visual and content storytelling, building design capacity, technical expertise in design and communications and an ability to navigate the needs of complex stakeholder groups.

The Veterans Experience Office was established in the Office of the Secretary to lead the enterprise-wide goal of hardwiring the voice of the Veteran into all policy, planning, programs and practices and to improve Veterans' customer experience, earn their trust and give them every reason to choose VA.

VEO has been adopting human centered design since its inception and offers human centered design services to its internal business partners. VEO has conducted foundational research with Veterans, VA staff and other key stakeholders and produced products that have helped the organization align around the needs of its customers and focus its improvement efforts on what's most important to customers, as well as to institute measurement around Customer Experience.

VEO is building VA Customer Experience Institute (VACXi) with a goal of hardwiring a CX oriented mindset with VA staff, instilling organizational wide standard CX practices and collaborating with colleagues and the Veteran community so that we can create better products, services and experiences together to meet the needs and expectations of our customers. Through VACXi, we will build capacity for VA employees to leverage design to better understand the needs of diverse populations and orient our business around those needs. We will establish a platform through which we can contribute new knowledge about Veterans experience and aid in others practicing and applying design approaches to their work.

We are looking for a Customer Experience (CX) Strategist who will lead and support a range of projects as part of VEO's design portfolio, provide design leadership and strategy, lead visual storytelling and elevate the work and its impact amongst complex stakeholder groups.

Major Duties and Responsibilities include:

  • Scope and execute design research that helps federal programs better understand stakeholder needs to inform improved government products, services, policies and processes
  • Work collaboratively with other designers to design, prototype, test, and deliver design solutions that further the Design team's project work
  • Facilitate design synthesis activities, generating insights and opportunities for intervention
  • Manage multiple stakeholders' needs both effectively and sensitively
  • Communicate research findings through a variety of formats (such as insights, reports, stories, videos, and experiences) to maximize relevance and impact
  • Work closely with leaders to support their understanding of human-centered design methods, approaches, and applications
  • Curate and share practices that help drive successful adoption and practice of design
  • Contribute as part of a multi-disciplinary team comprised of subject matter experts, service designers, visual designers, content strategists, and more under tight timelines
  • Lead and contribute to the delivery of complex design projects, driving collaborative and positive team dynamics
  • Craft visual designs based on research and input from colleagues
  • Determine how illustrations, photography or other graphic materials will be used in support of an improved experience for all stakeholders
  • Recommend innovative approaches and techniques for communication to a variety of stakeholders
  • Strong information design skills (including typography and layout) across a variety of mediums (audio, environmental, print and/or film) to ensure the story is delivered effectively
  • Craft inspiring, intellectually stimulating and emotionally resonant stories about the role and impact of design
  • Determine how media (including photography, video, and infographics) will be used in support of a variety of communication channels and to meet a diverse storytelling need
  • Perform other related duties as assigned

The Selective Placement Factors for this position are:

Applicant must be proficient in software used for graphic design, video editing, and illustration. Such programs include Adobe Creative Cloud or other design-related software with the same functionality.

AND

Applicants are required to provide a portfolio of previous work. The items in the portfolio should not be created specifically for this application. Your portfolio must be a sample of previous work that demonstrate use of user experience design, interactive design, design research methods, data synthesis and visual storytelling. Three examples of complex, long-term projects lasting several months or more (rather than several days or weeks), must be provided as either an attached PDF or as a link to a portfolio website in the application. The portfolio will be reviewed by the selecting official if an applicant is referred for the position.

AND

Applicant must possess documented experience developing communication strategies and products spanning multiple mediums such as such as print publications, digital products and environments and distill complex information into clear, compelling visualizations.

In addition to meeting the selective placement factors above, applicants must also meet the specialized experience requirement below:

Specialized Experience: You must have one year of specialized experience equivalent to at least the next lower grade, GS-13, in the normal line of progression for the occupation in the organization. The Specialized Experience for this position is experience that demonstrates the ability to lead and manage teams as well as contributing to projects as a practitioner of Human-Centered Design conducting the following duties: providing Human-Centered Design (HCD) services to external customers through project-based work; contributing as an expert designer on teams comprised of expert designers working on multiple design projects; scoping, planning, and conducting complex design projects that cover multiple phases of the design process (such as research, synthesis, and prototyping) and that last several months or more; and experience designing visual and storytelling products as part of complex, long-term projects lasting several months or more.

IMPORTANT: A full year of work is considered to be 35-40 hours of work per week. All experience listed on your resume must include the month and year start/end dates. Physical Requirements: Work is sedentary. Typically, the incumbent sits comfortably to do the work. There may be some walking, standing, bending, carrying of light items, or driving an automobile. No special physical demands are required to do the work. The incumbent may be required to travel.

Receiving Service Credit for Earning Annual (Vacation) Leave: Federal Employees earn annual leave at a rate (4, 6 or 8 hours per pay period) which is based on the number of years they have served as a Federal employee.
