Duties

Help

  • Participates and leads the coordination and development of NSF policy and guidance on program performance measurement/management/reporting and efforts to fulfill Government Performance and Results Act (GPRA) Modernization Act requirements such as strategic planning, performance planning and reporting (including developing performance-related sections of annual NSF budget requests, annual financial report, and annual performance plan and report) as a technical expert in the field;
  • Leads reviews of OMB guidance on performance activities, advising BFA Front Office management on appropriate actions, and facilitates responses and/or activities, including obtaining the necessary input and engagement of other NSF organizations;
  • Supports Performance Improvement Officer (PIO), Deputy PIO, and NSF staff to fulfill statutory and regulatory program performance reporting requirements including support of the annual Strategic Review process which includes furnishing expert advice;
  • Briefs senior officials on emerging developments related to program performance;
  • Establishes and sustains efforts to promote internal communication and awareness of NSF's performance activities, including serving as liaison with internal organizations and groups as appropriate;
  • Represents BFA, PIO, and Deputy PIO on the alignment of performance management with related activities (e.g., strategic planning, evaluation, program management, enterprise risk management);
  • Assists in the oversight and assessment of major external reviews of NSF performance activities;
  • Drafts responses to internal and external inquiries. Facilitates NSF and BFA representation at meetings with external organizations on performance-related issues;
  • Deals effectively with other senior staff, both within and outside the Office to fulfill requirements of the GPRA Modernization Act, facilitates cross-organizational teams to develop work products, and conducts project management to produce high-quality and timely materials in support of various requirements;
  • Performs other related duties as assigned.

Qualifications

To qualify at the GS-14 level, you must have at least one year of specialized experience equivalent to the GS-13 level in the Federal service. Examples of specialized experience include: providing technical and administrative direction and supervision; planning and executing projects and studies to evaluate effectiveness, productivity, and efficiency of program operations; and developing criteria to measure/predict attainment of organizational objectives or improvements in business and administrative functions

Education

Education may enhance skills required for this position; however, no substitution of education for specialized experience may be made at this level.
